Acquisition target
In accordance with the tender documents, HUS Group (hereinafter "HUS") will put out to tender small oral health care devices (hereinafter "Small devices") and related accessories (including accessories for equipment currently in use).
This is a joint procurement, the parties to which are described in more detail later in this invitation to tender. The parties involved are collectively referred to as the "Client" in the invitation to tender. The Customer invites tenders for the procurement of small oral health care equipment in accordance with the contract notice and this invitation to tender and its appendices.
The aim of the tendering process is to conclude framework agreements on a comprehensive range of small oral health care devices and procurement contracts for device-specific supplies for the use of the Customer. It is also possible to sign a maintenance contract for the equipment. The commissioning of the maintenance agreement will be decided separately.
Procurement procedure
The procurement is divided into two (2) product groups.
1. Small oral health care devices - Section-specific framework agreements. Two suppliers are selected for each area. In addition, a similar contract for the procurement of tied equipment is concluded with the selected equipment suppliers as for product group 2 (i.e. two separate contracts are signed with the selected contract suppliers in product group 1, a) a framework agreement for equipment procurement and b) a procurement contract for consumables for the equipment offered)
2. Equipment-specific accessories for equipment currently in use - Component-specific procurement contracts. One supplier is selected for each area.
The product groups are further divided into sub-areas as specified in more detail in Annexes 1.1 and 1.2 (tender form) to the invitation to tender. The comparison of tenders and the procurement decision are made by sub-area.
In product group 1 (New small equipment purchases and their equipment-specific accessories), sub-area-specific framework agreements are established in procurement so that the Contracting entity selects two (2) of the most economically advantageous tenderers as the framework contract supplier per area (new equipment purchases).
For product group 2 (Linked accessories/consumables for existing equipment), this is not a framework agreement, but for the components relating to equipment consumables, the procuring entity selects one (1) most economically advantageous supplier to which it will award the contract.
The estimated total value of the procurement has been calculated for four (4) years (VAT 0%). The Contracting entity has no quantity purchase obligation (i.e. the Contracting entity is not bound by an estimate of the procurement volumes during the contract period). Order quantities may vary from year to year.
The contracts will start in autumn 2023. The duration of the Agreement is two (2) years from its entry into force. HUS has the option to extend the validity of the agreement with a maximum of two option periods of one year (1 +1). By way of derogation from the above, contracts for equipment-related consumables are valid for four years, after which they continue until further notice.
HUS selects framework agreement suppliers in product group 1 based on the following comparison criteria (price 70% / quality 30%):
a) Price 70% (different factors are taken into account in the price comparison depending on the area, see the offer form for a more detailed comparison).
b) 20% guarantee
c) Fault repairs and spare parts included in the price of scheduled maintenance 10%
In product group 2, HUS selects the contractual partners of the procurement agreement (consumables for existing equipment) based on the following comparison criteria:
a) Price 100%

FRAMEWORK AGREEMENT AND ORDERS
The internal order of priority of the framework agreement between the contract suppliers during the contract period is determined for the equipment in each area so that the equipment is primarily ordered from the supplier that submitted the most economically advantageous tender. However, exceptions may be made to the order of priority of framework contract suppliers in individual cases if the different management practices of the units so require.
Small oral health care devicesThe object of the procurement is the equipment specified in the invitation to tender.
