The city of Memmingen, Stadtwerke Memmingen, is planning to build a new combined indoor and outdoor swimming pool as a year-round swimming pool. The entire building is designed and planned as a passive house. All construction structures meet the requirements of a passive house and are made in close coordination with building physics.
The new building is to be built on the site of the existing outdoor swimming pool, after demolition of the existing building. The new combined pool includes a 25-meter swimming pool with 8 lanes, a diving board 1 meter / 3 meter, a teaching pool with approx. 12.5 x 10 meters, a course pool with movable floor, a toddler pool, as well as other attractions.
In the area of the outdoor pool, a 50-meter pool with 6 lanes, a non-swimmer pool with approx. 500 m² with various attractions and a toddler pool with approx. 100 m² are being built. In addition, in addition to a beach volleyball court, a playground and the like, an outbuilding with changing rooms, sanitary areas and a kiosk will be built in the outdoor facilities.

Scheduled schedule:
Start of work within 12 working days after receipt of the request by the client. The call is expected to be received by week 30/2024. The service must be completed (ready for acceptance) within 375 working days after the above-mentioned deadline for the start of execution.
Period stainless steel pool indoor pool: 08/2024 - 09/2025
Period stainless steel pool outdoor pool: 04/2025 - 10/2025
The following documents must be submitted with the offer (for details see Service Description - Section H):
Slip resistance: Proof of the required anti-slip properties of embossed surfaces such as pelvic floor, ladders, stairs, push-off surfaces, etc. by means of a test certificate from an approved testing institute.
Colour marking: Proof of the colouring process offered for colour marking the required pool areas
Proof of conformity: Proof of the provision of the service according to the state of the art and according to the laws applicable in Germany must be proven by means of a certificate (abZ, CE mark, TÜV seal...).
Basin statics: Static verification (type statics) of the stability of the selected construction and the intended type of support, so that the resulting loads on the buildings can be seen and the necessary construction measures can be assessed.
Type examination (hair catching test) for all wall-mounted water outlets and floor-water outlets (catching points for hair), which are in operation during bathing operating hours.
Design of the inlet system: The safety requirements must be complied with. The corresponding "declaration of conformity to standards" for the selected inlet system (floor duct inlet nozzles, etc. ...), must be substantiated by the bidder by means of suitable documents and enclosed with the offer.

Technical inserts:
1. Sidewall sections (system representation of the pool head or channel formation and type of support)
2. System drawing of important pool installations
3. Overflow channel dimensioning according to the amount of water produced in the individual areas
4. Indication of the hydraulic design in accordance with the nationally applicable standards and regulations
5. String diagram of the planned piping in the pool area
Sampling: On request, samples of the gutter cover grate, samples of the floor inflow, samples of the intended anti-slip surfaces (for all applications such as push-off walls, stairs and floors, in the same visual design) must be submitted.
Criteria / Evaluation Matrix
The award is made according to the best bidder principle on the basis of the evaluation matrix (appendix) with the following award criteria:

Criterion 1
Number of references of the project manager with more than 1,000 m² of water surface (number of references = number of points, max. 10 points, required minimum score: 2)
The references given in each case must be confirmed by name by the client or representative of the client.
Criterion 2
Warranty extension for the tightness of the basins and attachments in years (beyond 2 years to max. 10 years) (per year 1 point, max. 8 points)
Criterion 3
Floor duct and inspection cover as a screwless system for lower maintenance costs (if available = 8 points)
For the other criteria, a maximum of 26 points can be achieved.
The price-performance ratio is calculated as follows:
Score = Weight (Price) x (Lowest Offer Price / Price of the Offer) + Weight (Other Criteria) x (Offer Credits / Best Available Score)
It is calculated with two digits after the decimal point. If rounding is necessary, commercial rounding is used

4.4999 is rounded to 4.50 in commercial terms.
4.5149 is rounded to 4.51 in commercial terms.
The contracting authority reserves the right to have the decision made by lot in the event of bids of equal value.
