There is a need for a new speech and voting system for holding political meetings. A speech and voting system is used in political meetings so that those elected can add themselves to the speaker list, submit proposals for cases, see what proposals have been submitted, and vote on the cases on the agenda.

There is also a need for a system that can save and present recordings from political meetings, including texting political meetings.

The contract must ensure:

- A user friendly system for all users. This involves, amongst other things

-- Who have to be able to amend and add new proposals

- A user friendly system for speaker time

-- The political secretariat must be able to amend and adapt speaker time, if this changes in the meetings

- A system that, amongst other things, has automated processes for:

-- Generation of protocol

-- Automatic summons of deputies

-- Automatic meeting summons

- A system that can be integrated with the municipality's case and archive system to obtain agendas and cases

Drammen Municipality produces its own broadcasts from political meetings. This procurement must ensure:

- A system that texts political meetings

- Possibilities to connect to standard API from the system, so that data can be transferred in the desired format for streaming

- A system that gives a public viewing page for streaming with information on

-- What meeting it is

-- Case and case number

-- Speaker list

-- Speech list

-- Voting proposals

-- Voting result

- A system for archive/saving recordings of political meetings
