This tracking system will be an essential part of a UAS test center. The system should provide information about speed, position and heading of the UAS under test. It should be capable to track at least two UAS simultaneously. There should be different tracking methods available. First, a video tracking with software for a reliable tracking provided by the manufacturer. Second, a GNSS beacon mode to track an UAS based on a GNSS Position provides over a telemetry data link. Third, a manual mode to track and follow the UAS with the input of a human operator. Fourth, an external control mode to follow the UAS based on an external source. The tracking system should consist of at least of one mobile and one fixed tracking unit equipped with a LASER-Rangefinder(LRF) or one mobile (with LRF) and two fixed tracking units using a cross bearing method. Additionally the documentation, training, and support with setting up the tracking system should be a part of the later offer.
The bidding procedure will be carried out as a negotiated procedure with a call to participate according to section 17 VgV and consists of two (2) tender stages:
