The objective is to provide a conceptual framework for addressing transport poverty in the EU, given that inadequate access to transport can reinforce inequalities and exacerbate income poverty, labour market and social exclusion and, eventually, economic, social and territorial divergence instead of upward convergence. It could also compromise the much-needed progress of the green transition overall.

The scope of this study is to:

(a) help better understand how to define and measure the affordability and availability of transport, and related risks of lack of affordability and availability thereof, namely transport poverty;

(b) assess the scope and need for, and propose as appropriate an EU-level common framework (including its definition, indicators and monitoring framework) to address transport poverty; and

(c) identify and suggest related action-oriented guidance to policy-makers for identifying, designing and implementing policy measures to tackle and prevent transport poverty.
