This framework agreement for subsequent contracts concerns assistance to project management for the creation of a reuse and recycling center in the municipality of Carnac.

The services described below may be entrusted to the economic operator holding the framework agreement under subsequent contracts to be concluded subsequently depending on the occurrence of needs without these being exhaustive:

- preliminary studies and development of several scenarios,

- techno-economic analysis of 3 scenarios,

- finalization of the selected scenario and drafting of the final program,

- drafting of a business consultation file (Dce) project management,

- support during the project management consultation procedures,

- design studies and realization of administrative (Icpe) and technical studies,

- Additional environmental studies, including:

- dossier for declaration or authorisation under the Water Act,

- declaration of intent file,

- preliminary consultation file,

- request for a review prior to carrying out an impact assessment,

- Environmental impact assessment,

- Nature 2000 impact study,

- initial acoustic impact study according to standard NFS 31-010 of December 1996 Addendum No. 1 of December 2008 "Characterization and measurement of noise in the environment" (or equivalent)

- public inquiry file,

- possible realization of a preliminary consultation file with guarantor,

- support during consultation procedures with construction companies,

- support for the monitoring of the works and acceptance operations,

- accompaniment other procedures.

The services that can be performed under this framework agreement are defined in the CCTP of the framework agreement.

The framework agreement establishes the terms governing contracts concluded on its basis, called “subsequent contracts”.

Subsequent contracts are intended to be concluded as and when needs arise. The general provisions are set out in the framework agreement and the specific provisions for each study will be indicated in each subsequent contract.

Written documents relating to subsequent contracts specify the characteristics and terms of performance of the service requested which were not fixed in the framework agreement.

the service provider or group of providers must have the skills necessary to provide the services, namely skills in:

- mission director,

- Project Manager,

- Household waste management engineer,

- Household waste management design technician,

- specialist in waste collection and flow management and treatment of household waste,

- specialist in reuse and circular economy,

- specialist in environmental regulatory study (ICPE file, water law, impact study, Natura 2000, etc.),

- specialist in architecture,

- specialist in civil engineering,

- specialist in roads and networks,

- specialist in urban planning,

- Naturalist specialist.

The contract is considered, within the meaning of the provisions of Articles R2162-7 and R2162-9 of the Public Order Code, as a single-awarding framework agreement executed by means of the conclusion of subsequent contracts with the holder, as and when the needs appear.

The framework agreement shall be concluded for a period of 48 months from its notification. It cannot be renewed.

The benefits may vary, over the duration of the framework agreement, within the following limits:

- minimum amount: No minimum amount

- maximum amount: 300,000.00 euro (excl. VAT).
