PROJECT AUTHOR MARKET FOR THE RECONSTRUCTION OF THE CHAUDFONTAINE SWIMMING POOL AND THE REDEVELOPMENT OF THE SITE

The reopening of the Thermal Pool of Chaudfontaine was planned for 2023. Following the floods of July 2021, the contracting authority had to give up its works contract, take stock of the situation and decide to demolish the building and rebuild it.

These specifications concern a complete mission of project authors for the reconstruction of the Chaudfontaine swimming pool and the redevelopment of the site: paddle courts, volleyball courts, parking, terrace and grassed area.

The Municipality of Chaudfontaine wishes to create an autonomous swimming pool that will achieve a high level of energy performance. With this in mind, the use of renewable energies will be preferred: photovoltaic solar panels, thermal panels, hydroelectricity, maximum insulation, geothermal energy...

The sunroof will not be reproduced for insulation reasons that competed with this idea of energy performance. The reconstruction will also have to take into account the implementation of flood measures: special raised techniques, high-rise cafeteria, etc.

The summer side of the pool will be cared for with a large bay along the entire length with terrace. Indeed, the terrace and cafeteria will be redesigned over the entire width of the pool and will extend outside to offer a real summer bar. It will of course always be possible to settle in the grass and thus enjoy the beautiful days on the banks of Vesdre.

This is a complete mission of ENSEMBLE AUTEURS DE PROJET. The multidisciplinary team to be appointed will be in charge of the following missions:

- a complete mission of architecture

- a complete stability engineering mission

- a complete engineering mission in special techniques

- a mission relating to EPB regulation (feasibility study + EPB manager)

- a security coordination mission (for the project and implementation phases)

- a mission to survey the building to be demolished and its direct surroundings (surveys already exist and are attached to these specifications, however if it turns out that these are not sufficient at any stage of the file and according to requests that could be made for the completeness of the EP application files);

- a complete landscape mission

- an acoustician's mission.

The composition of the team must make it possible to carry out the missions that are part of the mission of the project author and are to be included in his fees.

The studies and works for the implementation of a car park and accesses are part of the mission as well as the surroundings close to the new building (study and budget works). The documents to be provided for these different phases are set out in Chapter III.

The team will be able to call on all the skills it deems necessary for the proper execution of the study and the work. The fees inherent in these possible additional skills must be included in the fees imposed on this contract. No additional fees will therefore be granted for any other competence unless it is specifically requested retrospectively by the contracting authority.

The project author will also ensure the coordination mission of the various actors listed above and the external actors necessary to carry out the mission entrusted to him.
