Östhammar Municipality needs to procure an operational system for activities in individual and family care as well as health and social care. Today, the municipality has a traditional system with clients and a database to handle all processing around a user and provider. In the future process, the authority – the performer, both internal and external – customers and other actors need to be able to collaborate much more closely together than is the case in today's business system.

Background to the procurement
Östhammar Municipality needs to procure a system solution for our operations in individual and family care, the labour market unit and health and social care. The main sections of the law are SoL, HSL and LSS.
Our municipality and operations are described in Appendix 1 – Activity description.
Purpose and goal of the procurement
Our overall goals are:
· We will increase security for those who live in the municipality.
· We will work with good service, quality and treatment.
· We must have good financial management.
· We will strengthen the work environment.
The goals mean that we need, among other things, a system solution that can offer a cohesive digital chain from e-services for our citizens to archiving, that strengthens our work with patient safety, streamlines our processes and is easy to use.
We would like to work with a supplier who can develop the system solution and strengthen our digitization in a way that is also cost-effective. We are therefore open to collaborations that mean that the supplier provides a cohesive solution with a user-friendly basic system where even well-established third-party solutions for, for example, planning and signing can be integrated into the total solution.
In this procurement, we will place great emphasis on assessing the usability of the system solutions that are offered. The main reason is that we see that a high level of usability saves a lot of time for our employees and that it strengthens the work environment.
