The subject of the "Niederrhein-Netz 2022" tender is the implementation of a complex WAN network for the Municipal Data Center Niederrhein (KRZN). About 62 municipalities are to be connected to this network, which will then use the software and databases of the KRZN for the transmission and processing of highly sensitive administrative data. Numerous important municipal services (e.B. registration, vehicle registration office, etc.) are used via the WAN. The "main locations" as the central locations in the municipalities are NOT connected via Internet-based lines (Public Internet or IP VPN based on it), but via end-to-end connections in their own private network specially designed for them. The private WAN lines must be encrypted. Other regional locations are connected to the respective main location via an IP VPN solution and partly connected to the LAN of the main location.

For this reason, the KRZN plans to conclude a contract (EVB-IT service contract) with a basic contract term of 36 (thirty-six) months with the option of a two-year contract extension with a company for the KRZN and for the municipalities to be supplied, which exists unilaterally in favour of the KRZN.
