A software solution is to be developed with which NIST files can be checked or validated according to the syntactic and semantic specifications of NIST (ANSI/NIST-ITL 1-2011 Update: 2015) and the European specification based on it. In addition, the software should also be able to generate NIST files according to the specifications. The software solution to be developed must be standalone, but must also be easy to integrate with other systems. The software solution should be able to be operated via a simple software GUI as well as via the command line. Only open source components should be used for development in order not to exclude the possibility of later publication or distribution. After completion of the development and implementation of the software solution, it is to be maintained by the contractor for the client for another two years.
