The Finnish Security Network Ltd (hereinafter referred to as the Subscriber) is establishing a Dynamic Purchasing System (DPS) for the purchase of fiber optic cables and fiber accessories. The products are divided into eight (8) different product groups.
Details of the products to be procured are contained in the Product List by Product Group in the Request for Participation and in the Minimum Product Requirements in the Annex.
Applications for participation in DPS may be submitted throughout the duration of the DPS at Tarjouspalvelu.fi. The duration of the DPS is sixty (60) months. The subscriber accepts all candidates who have applied for admission to DPS and who meet the eligibility requirements for candidates. Eligibility requirements are described in the ESPD form as well as in the other conditions of the invitation to tender.
Purchases are made within DPS through separate invitations to tender. The first purchases are scheduled to be completed thirty (30) days after the system is set up.
Suomen Turvallisuusverkko Oy (hereinafter referred to as the customer) procures fiber optic cables and fiber accessories under the dynamic purchasing system (hereinafter DPS).
The products are divided into eight (8) different product groups as follows:
Product Group 1. Tail and Coupling Fibers
Product group 2. Cables with connectors
Product group 3. Adapters
Product group 4. Panels
Product group 5. Stands, Terminal panels and modules
Product group 6. Cleaning supplies
Product group 7. Joints
Category 8. Optical cwdm multiplexers.
The products to be procured are described in more detail in the Attachment Request to the Product Catalog by Product Group and in the Annex "Minimum Requirements for Extracts. During the DPS validity period, the subscriber may supplement and modify the product list as well as the minimum product requirements.
Purchases are made on the basis of separate invitations to tender within DPS. It is estimated that the first calls for tender will take place as soon as the DPS start-up phase is over thirty (30 days). The subscriber then publishes invitations to tender in the dynamic purchasing system whenever there is a need to purchase. The content, duration and value of individual purchases may vary. Any tenderer admitted to the system may submit a tender for each invitation to tender. It is not necessary for a provider's product range to include products of all product groups. The Offer Period is always at least ten (10) days in accordance with the Procurement Act.
You can apply for the system at any time during its lifetime. Applying is done by submitting an application to participate in the electronic offer portal (https://tarjouspalvelu.fi/erillisverkot). Applicants who meet the eligibility requirements of the subscriber will be accepted by the subscriber. Eligibility requirements are described in the ESPD form as well as in the Other Terms and Conditions of the Request for Quotation section.
Attached to this request to participate is an Agreement on Participation in a Dynamic Procurement System (the "Agreement"), the terms of which must be accepted as such by the Participants. The contract will be followed in all procurement within DPS. The candidate must agree to the terms and conditions of the contract when applying for participation. The contract will be signed on both sides at the point when the prospective bidder becomes the selected bidder in any bid published by the subscriber within DPS.
The duration of the DPS is sixty (60) months. The duration of individual procurements shall be indicated in each invitation to tender and the duration of an individual procurement may exceed the duration of the dynamic purchasing system.
