In the cases provided for by Ministerial Decree 02/03/2018 and DM 15/09/2022, GSE manages, at the request of the producer, the withdrawal of gas produced by biomethane plants introduced into the networks with the obligation of connection of third parties and provides for its sale on the market also through the identification of one or more qualified natural gas sales companies selected through competitive procedures.

The successful bidders will purchase and transport the natural gas produced by the biomethane plants that GSE will decide to manage through this procedure.

They will also have to guarantee transport and balancing activities, without any economic burden for the GSE, supporting all the resulting costs.

The document "Summary of the service" is available on the www.gse.it website, which describes in more detail the elements of this call.

This call concerns the definition of one or more framework sales agreements.

The GSE, in order to give maximum publicity also on the Community information organs, has considered it appropriate to use the format of public procurement.

The identification of the economic operators (Shipper), to whom the GSE will transfer the stocks of natural gas produced by the biomethane plants for the execution of the service of this procedure, is carried out by public auction to be awarded on the basis of the best economic benefit, resulting from the offer with less percentage reduction compared to the reference price as defined in the document "Summary of the service". The quantity of gas sold through this procedure is divided into a number of stocks equal to three, each of which relates to 1,000 GWh, for a total of 3,000 GWh. Compared to the quantity awarded, the Shippers will have to guarantee an incremental margin equal to 15%.

The percentage reduction indicated by the operators can contain up to 3 decimal places after the comma and may also have a negative sign.

Participants will be asked to specify the number of stocks they are willing to buy and the relative percentage discount values to be applied for each stock compared to the reference price. The offers of economic operators will be considered the same for both thermal years 2023/2024 and 2024/2025 (as indicated in point II.2.7 below). These values will also be considered valid for any optional renewal period.

The procedures for participation in the tender and the award criteria are detailed in the document "Summary of the service" available on the www.gse.it website.

It is the exclusive right of the GSE to make use of the Framework Agreements during the period of validity, as the Ships cannot make claims in this regard. The signing of the Agreement does not entail the stipulation of individual sales contracts for the attribution to the Shippers of the natural gas produced by the biomethane plants.

With reference to the plants for which the GSE decides to use the transport and transfer service covered by this procedure, the GSE will assign to the Shippers awarded these biomethane plants through specific sales contracts, for a period indicated in the contract itself, on the basis of the priority allocation criterion towards the Shippers who have offered more favorable conditions.

The GSE is not responsible for the quantities of gas actually produced by biomethane plants compared to the estimate of producibility indicated in the sales contracts. The GSE assumes no responsibility in the event that it is not possible to carry out, in whole or in part, the transfer of gas produced by biomethane plants, even if a specific sales contract has been issued, where the requirements that legitimized the qualification of the plants had failed, even temporarily, or if there has been a suspension and/or termination and/or withdrawal of the withdrawal contract, or if, regardless of the cause, production has been interrupted, limited or suspended.

The GSE publishes and makes known on the document "Summary of the Service" the methods of assignment of the plants.

The management of natural gas transport and balancing activities is the responsibility of the Shipper, who will bear all the related costs without burdens for the GSE. For the purposes of correct programming, the GSE provides for an obligation for plant operators, reported in the document "Operating Programming Procedures", published on the GSE website, relating to the timely communication of updates to the input program.

The transfer of gas produced by biomethane plants in the context of this procedure does not entail the transfer of the related Guarantees of Origin in favor of the Shipper.
