The object of the order is to receive and use municipal waste: mixed and collected selectively from property inhabited from Inowrocław Municipality and the Selective Collection of Municipal Waste in Kruśliwiec, and to organize and conduct a temporary PSZOK.
Detailed parameters of the item of the order are included in Annex 7 to the contents of the SWZ (the subject of the contract).
The item of the order is divided into parts. The description of the part is specified in point 2 of Chapter II.
Receiving and developing mixed and selectively collected municipal waste, including biowaste, ashes, large-sized waste and electrowaste from property residing from the site...The service will be provided over a period of 24 months, i.e. during the period VII.2021—VI.2023.
The estimated number of residents served is 11,000 people. Area of the municipality Inowrocław: 171.05 km
The service must be performed in such a way as to ensure that the levels of recycling, reuse and recovery are achieved by other methods (including municipal waste collectors constituting fractions of municipal waste: paper, metals, plastics and glass) and restriction of the mass of biodegradable municipal waste transferred to storage, in accordance with the provisions of the Act of 13 September 1996 on the maintenance of cleanliness and order in municipalities, in the records of the Waste Management Plan adopted by the Resolution of the Sejmik of the Kujawsko-Pomorskie Voivodeship with annexes and local regulations, mainly the Rules of Procedure of Purity and Order in the territory of the municipality of Inowrocław.
The Contractor will settle monthly with the Ordering Party in terms of payment for the service, which will be the sum of the product:
— the mass of waste received and the prices for collection,
— the mass of waste received and prices for use,
The scope of the object of the contract includes the collection of the following types of waste from the property owners from the municipality of Inowrocław
— mixed (residual) municipal waste — in any quantity,
— paper and cardboard — in any quantity,
— glass — in any quantity,
— plastics, metals and multi-aerial packaging — in any quantity,
— biowaste — in any quantity (most residents have homemade composters),
— Ashes — in any quantity,
— large-sized waste and electrical waste during the collection period — in any quantity.
The actual amount of waste will be known as a result of accomplishing the task. The amount of municipal waste detailed later may depend on the time of year and is estimated.
Within the municipality of Inowrocław, there are mostly single family houses, some of the inhabitants live in multi-scale buildings administered by housing communities and housing cooperatives, among others.
Detailed description of the order in the SWZ content.
Organizing and conducting a temporary PSZOK for residents of the municipality of Inowrocław during the period VII—XII.2021The service will be provided over a period of 6 months, i.e. during the period VII.2021—XII.2021.
The location of the selective collection of municipal waste, agreed with the Ordering Party, should provide easy access for residents of the municipality of Inowrocław, and should also be located in the territory of the municipality of Inowrocław or in an adjacent village at a maximum distance of up to 25 km from the municipal boundaries of the municipality of Inowrocław Inowrocław. The site of the selective waste collection point must be paved, fenced and according to the time of year and opening time illuminated.
The Contractor shall be obliged to operate during the period VI-X.2021 a selective municipal waste collection point, hereinafter referred to as PSZOK, meeting the following conditions:
(a) PSZOK should be located in a way that provides easy access for all residents of the municipality, in accordance with Article 3 (2) (6) of the Act of 13 September 2013 on the maintenance of cleanliness and order in municipalities;
(b) it should comply with the requirements of applicable law and, in particular, the Law of 14 December 2012 on Waste and Construction Law, Health and Safety Regulations;
(c) should carry out all tasks related to the PSZOK in accordance with the Regulations of maintenance of cleanliness and order in the territory of the municipality of Inowrocław and in accordance with the resolution on the detailed manner and scope of the provision of services for the reception of municipal waste from property owners and the use of these waste and other currently in force;
(d) the entrepreneur should carry out tasks in accordance with the PSZOK Regulations;
(e) the site of the PSZOK must be paved, fenced and according to the time of year and opening times illuminated;
f) the opening days and times of the point are the minimum:
— Monday to Friday: 8.00—17.00,
— on Saturdays 9.00—13.00;
(g) The Contractor has the right to dispose of the site;
(h) The Contractor shall have, or shall have, on the date of commencement of the provision of the subject of the contract, current authorisations
— a decision exempting the conduct of waste collection activities;
— a decision on the building conditions concerning the PSZOK (if required);
— a decision on the environmental conditions of consent for the implementation of the PSZOK project (if required);
(i) the types of waste to be received in the PSZOK:
— batteries and batteries,
- waste electrical and electronic equipment,
— brick or concrete rubble,
- worn tires,
— biodegradable waste,
— ash,
— large-sized waste, including furniture,
— textiles and clothing,
— paper, cardboard,
— metal,
— plastics (so-called plastic),
— white and colored glass,
- waste not qualifying for medical waste arising in the household as a result of taking medicinal products in the form of injections and monitoring the level of substances in the blood, in particular needles and syringes.
