Today, the Swedish Gambling Authority supervises lottery draws with staff in the form of independent observers who attend the lottery draws. As of 1 January 2024, Spelinspektionen will cease to carry out this assignment. In order to meet requirements from the Swedish Gambling Authority, as well as standards and licensing requirements, and to maintain public confidence, Svenska Spel needs to engage observers from an independent third party, which is why this procurement is now being carried out.

As of 1 January 2024, Spelinspektionen will cease to carry out this assignment. In order to meet requirements from Spelinspektionen, as well as standards and licensing requirements, and to maintain public confidence, Svenska Spel needs to engage observers from another supplier, which is why this procurement is now being carried out.

The observer shall be present at the lottery draw and be the ultimate guarantor and quality controller that the draw is conducted correctly. The mission, number game draws and Triss distribution draws combined, will be carried out every day of the week, all year round.

An Observer is tasked with attending draws and monitoring that draws are conducted in accordance with the licensee's documented procedures. The observer shall be independent and impartial in relation to the licensee. For an Observer to be considered independent, the Observer should have autonomy and freedom from conflict of interest and undue influence. An Observer shall not have an employment relationship with the licensee.

Today, eight people have been appointed as inspectors. They have various full-time jobs (usually with other government agencies) and carry out the supervision by order of the Gaming Inspectorate as a sideline.

The agreement will organizationally belong to business area Tur within Svenska Spel, but the administration of the agreement will belong to Group Security, within which the Gaming Security function is organized.

Examples of Suppliers who may be able to provide requested services based on experience and capacity are suppliers from industries such as security, auditing, staffing, notary services, control services, mystery shopping, etc.
