CIO — Computerized Patient Record — Psychiatry

Provision, implementation and maintenance of a multidisciplinary IPR adapted to psychiatry and mental health.

The purpose of this service contract is to develop, deliver, implement (put into production) including pre-testing, as well as training, support and maintenance services of an integrated, multi-site, multi-accreditation, computerized Patient Record (DPI) management software specifically configured and adapted to the psychiatry and mental health.

The choice of an IPR solution, adapted to the needs of the present contract, should thus enable the contracting authority to meet the following objectives: to address the needs of patients in an individual and adapted manner, improve the effectiveness of care, facilitate the coordination of care between the various health professionals, simplify the work of users, improve the user experience, enable use via mobile media, increase the quality and safety of actions taken, structure and share information between intra- and extra-hospital actors, support decision-making and institutional steering, strengthen patient empowerment.

The subject matter of the contract shall be:

— the provision of a project schedule and the management of it;

— the development and provision of a patient information management application in psychiatry including a computerized patient record;

— the configuration and assistance in the implementation of the solution within the IT infrastructure of the contracting authority;

— integration of the solution into the current hospital information system (HIS), in particular by interfacing with other existing software;

— compatibility with Belgian federal and regional standards (eHealth, Brussels health network, BMUC, etc.);

— compatibility with international technology standards for eHealth (HL7);

— data security, exchange and traceability (GDPR);

— partial recovery of existing data in the new environment;

— the training of Key Users;

- maintenance of the solution;

— the transfer of data at the end of the market;

— a guarantee covering the delivery of the solution.

The market consists of an implementation and production phase, as well as a phase of use and maintenance of the solution.

The contract is for an IPR in the form of a single integrated application, and meets the following minimum requirements:

— compliance with the following regulatory and regulatory requirements:

—— Belgian legislation on medical records, nursing records and electronic sharing of health data;

—— the so-called “GDPR” regulation, in particular on the protection (integrity — security — confidentiality), storage and traceability of processed data;

—— Belgian Meaningful Use Criteria (BMUC) criteria

—— compliance with the following functional requirements, of which at least fourteen elements must be functional and available at the time of submission of the tender:

1) The presence of a home screen;

2) The presence of a module referents and takers;

3) The presence of a signage module and contacts;

4) The presence of a psychosomatic medical module;

5) The presence of a PMI module;

6) The presence of a document generation module;

7) The presence of a result server module;

(8) The presence of a particular monitoring module;

9) The presence of an isolation management module;

(10) The presence of a module recording limitations of physical freedom;

(11) The presence of an inventory module of the patient's values and belongings;

12) The presence of a module anamnese and other psychometric or functional evaluations;

13) The presence of a patient planning module;

14) The presence of a module management of consultation appointments;

15) The presence of a module vital parameters;

(16) The presence of a technical nursing services module;

(17) The presence of a team meeting report module and care plans;

(18) The presence of a module observations;

19) The ability to manage interruptions of stays without data loss;

20) The presence of Patient Access;

21) The ability to generate data extraction;

(22) The ability to generate a backup export;

(23) The ability to manage rights and access;

24) Compliance with the following technical requirements:

25) A performance requirement;

26) An interoperability requirement;

27) Automatic and full data replication (Data Backup)

28) A scalability requirement;

30) Data migration (recovery at the start and end of market transfer).
