Reading start 1-2-3. Logistics

Logistics within the framework of the program "Lesestart 1-2-3", in particular:

Module 1: Goods receipt and storage

Module 2: Packaging and on-time dispatch of 500,000 material sets for 3-year-olds (as well as fulfillment / shipping service (incl. returns management and online reporting)

Module 3: Call Center Support/Online Database Maintenance

Module 4: Development (if not already available), connection and support (hosting) of an interface for the reading start

"Lesestart 1-2-3" (hereinafter referred to as "Lesestart") is a nationwide reading promotion program funded by the Federal Ministry of Education and Research (BMBF) and carried out by the Stiftung Lesen (Reading Foundation).

As part of the multi-year program - from April 2019 to December 2026 - parents will receive information on reading and telling stories and their children will receive a book gift. The program aims to attract parents to promote their children's language and reading skills. In the respective program phase, about 50 percent of all parents with small children can benefit from "Lesestart".

The programme focuses in particular on families living in an educationally disadvantaged environment. Children should be familiarized with reading and narration as early as possible in order to strengthen their motivation to learn to read at an early age. Further information can be obtained from interested bidders at www.lesestart.de.

Lesestart 1 is aimed at parents and their one-year-old children. In November 2019, November 2021 and probably November 2023, paediatricians and adolescent doctors will receive reading starter kits, which they will pass on to families as part of the U6 check-up.

Lesestart 2 is aimed at parents and their two-year-old children. In November 2020, November 2022 and probably November 2024, paediatricians and adolescent doctors will receive reading starter kits, which they will pass on to families as part of the U7 check-up.

Lesestart 3 is aimed at parents and their then three-year-old children. In November 2021, November 2023 and probably November 2025, libraries will receive follow-up sets that they will present to families and children.

Set requirements for libraries

After feedback from the libraries registered with LS 3 and in coordination with the state coordinators, the set quantities per library for LS 3 (program year 11/2023-10/2024) will then be determined by the client (hereinafter referred to as AG) in September 2023.

3. Subject matter of the order and description of the services

The contractor (hereinafter AN) must provide the following services:

1. Receipt of goods and storage

2. Packaging and on-time dispatch of 500,000 material sets for 3-year-olds with more detailed content as well as fulfillment / shipping service (incl. returns management and online reporting)

3. Call center support/online database maintenance

4. Development, connection and support (hosting) of an interface connection for interface communication between read start online database, AN and read start website

5. Sending of information materials and implementation of postal target group mailings to "Lesestart 1-2-3" program partners

The detailed description can be found in the tender documents in the document: Description of services.

1. Time-shifted goods receipt and storage of approximately 400-600 Euro exchange pallets with three different product forms until the start of packaging:

- 1 cotton bag (500,000 pieces)

- 5 different cardboard picture books (1 book per set)

(5 book titles x 100,000 copies = 500,000 books in total)

- 1 guide brochure (500,000 copies)

2. Picking, packaging and shipping as well as fulfillment and shipping service

Assembly of material sets according to our specifications (see service description). Each material set consists of:

- 1 cotton bag (size approx. 23 x 27 cm, W x H), in which the following is packed:

- 1 bound cardboard picture book (reading start 3 book in the format width approx. 16 - 18 cm x height approx. 18 - 22 cm, maximum weight per book 250 grams, thickness maximum 1.5 cm)

- 1 guide DIN A5, 64 pages (weight: 111 grams)

Total weight per material set: expected max. approx. 400 grams

The 500,000 material sets in the 2023/24 programme year are to be pre-assembled in packaging units of 15, 25 and 30 pieces. The Contractor receives all relevant shipping data from the Client and must independently calculate the number of sets to be shipped according to the packaging units according to an algorithm and make this data available to the Client for approval. The desired coverage with material sets per federal state must be observed. The number of sets made available to the respective library is determined by the AG according to an algorithm based on the reported set requirement per library. Deliveries to libraries can include sets in a wide variety of quantities. The variance can range from 15 to 6,700 sets.

An information letter / memo (not personalized) is enclosed with each box and must be on top.

The following are currently planned:

2,200 packages/packaging units x units of 15 (= 33,000 sets)

7,430 packages/packaging units x 25 units (= 185,750 sets)

8,300 packages/packaging units x 30 units (= 249,000 sets)

- Creation and attachment of delivery notes

- Pure storage

- Dispatch of pre-assembled material sets (as a package and as a pallet shipment)

- Subsequent shipping and individual shipping

- Returns and retrieval management

- Assign and maintain article numbers, inventory lists/stock article lists

3. Call center support/online database maintenance (including all details according to service description)

4. Development (if not yet available), connection and support (hosting) of an interface connection

5. Sending of information materials and implementation of postal target group mailings to "Lesestart 1-2-3" program partners
