Description:
Residual waste for energy utilisation

There are two (2) contracting authorities that are holding a joint contest for residual waste for energy recovery: Trondheim Renholdsverk AS and Fosen Renovasjon IKS. One contract will be signed per contracting authority.

The contracting authority would like to increase the degree of material recycling and is cooperating with several waste companies in central Norway on the development of a central post-sorting facility for residual waste in the region (SESAM). The goal is that the SESAM post-sorting facility will be ready in 2026/2027. The contract period is adapted to a possible start-up of this facility. The contract period will apply from 01.06.2023 - 31.05.2026, with a unilateral option for the contracting authority for an extension for 1+1 year. There is a 3 month notice clause in the option year. The tenderer will be continually updated on the process and start-up of the facility.

The contracting authority would like to enter into a framework agreement for the reception and final treatment of residual waste to energy recovery. If a re-loading location is required, the transport to a final treatment plant must be stated in the proposed solution and price. The waste is delivered by the contracting authority to the tenderer’s suitable designated location. The stated place, reception, or re-loading facility must be maximum 15 km in a radius from the estimated central point of Trondheim, Lerkendal Stadion (Klæbuveien 125).

The waste subject to treatment is residual waste with a quality that is normal for waste from households and holiday cabins. The waste mainly includes residual waste after being source sorted and collected in bins, containers, and waste suction from the households. The following fractions are currently source sorted; residual waste, paper/cardboard/cartons, glass and metal packaging, hazardous waste, and plastic packaging. Furthermore, food waste and the collection scheme for glass and metal packaging will be rolled out at all subscribers in Trondheim Municipality. Fosen Renovasjon IKS already has this sorting in place.
