Within the framework of the VgV procedure, a qualified office or a bidding consortium consisting of landscape architects, traffic planners and, if necessary, optionally civil engineers should be selected, which provides all necessary service phases (1-9) for the processing of the planning services in accordance with § 47 HOAI (service profile traffic facilities), § 39 HOAI (service profile outdoor facilities) and, if necessary, optionally § 43 HOAI (service profile civil engineering structures).
The aim is to develop a planning concept for the restoration of the street space of the entire settlement as well as the open space and square situations in the area of the anger and the junction Am Neuen Damm/Jänickendorfer Straße and then to implement them structurally. The framework plan developed within the framework of the VU already makes initial statements on the restoration and upgrading of public space in accordance with monument regulations. It must be taken into account in the planning.
In particular, the residents of the settlement must be actively involved in the planning process with suitable formats. There was already a great deal of interest in the context of the participation formats for the preparatory investigations.
It is intended to implement the project in four construction phases by 2029. Different planning requirements are placed on the individual construction phases. The planning must be carried out in close coordination with the monument authorities and the city of Luckenwalde. Due to the large number of actors involved and the interests and requirements to be taken into account, special emphasis is placed on their communication skills and willingness when selecting suitable applicants/applicant communities. This includes, in particular, discussion and coordination with the various persons involved, user groups (owners and residents of the settlement) and specialist offices.
