This invitation to tender covers: assistance in developing questionnaires and processing data on environmental accounts; methodological support.
The statistical services forming the subject of this invitation to tender are divided into the following lots:
Lot 1: Support for validation and development of monetary environmental accounts;
Lot 2: Data Collection and Development of Physical Environmental Accounts;
Lot 3: Updating and Application of Models to Estimate Raw Material Equivalent (RME Model);
Lot 4: Support to Water Statistics Production and Water Accounts Development;
Lot 5: Secondary Raw Materials and Waste Accounting;
Lot 6: Economic aspects of the circular economy;
The objective of this call for tender for Lot 2 is to assist Eurostat in data production and development in the area of physical environmental accounts, more specifically for 3 modules of Regulation (EU) No 691/2011.
The objective of this call for tender is to assist Eurostat in:
— updating, revising and applying the Eurostat's EU RME-model and updating/revising its documentation,
— updating and improving the simplified version of the model (country RME tool), updating/revising its documentation and providing support to users of the tool and national statistical institutes engaging in the estimation of MFA-RME,
— implementing, testing and further developing the disaggregation method that is currently being developed for the Eurostat inter-country input-output table (ICIOT) with a view to move towards a future change-over to a inter-country input-output core of the model,
— preparing contributions to international developments in the estimation of demand-based material flow indicators, in particular the institutionalisation of a global input-output and environmental extensions database.
Main objectives of Lot 4 of this invitation to tender are 2 fold, relating to water statistics and water accounts, respectively:
1) Support to Eurostat's collection of water statistics data throughout the production cycle. The tenderer shall contribute to the preparation, smooth execution and follow-up of the data collection exercise, which is aimed at achieving a high-quality data set of European water statistics;
(2) Eurostat's preparation for future water accounts production shall be supported through contribution to methodological development and preparation/assessment of options for legal cover.
The objective of this call for tender for Lot 5 is to produce EU-wide integrated material flow accounts and waste accounts, including flows on secondary raw materials, as well as physical material asset accounts. They will be one-off estimates as feasibility study before considering regular production (which would not be part of this contract).
