Carers Wellbeing Partnership

The Council wishes to Commission a provider to deliver a programme of preventative support for carers of all ages which is embedded within local communities. This will be delivered by a partnership of organisations committed to supporting carers and the wider community, a ‘Carers Wellbeing Partnership’ coordinated by a lead provider. The Carers Wellbeing Partnership will engage, influence, collaborate and work with other organisations, carers, employers and communities to deliver a broad range of interventions and sustainable support solutions that meet the needs of carers.

The provider shall support carers of all ages through the provision of preventative support embedded within local communities to live happy, healthy, independent and fulfilling lives. It will work with individuals and communities including social prescribers to build resilience and connections, creating networks of local support.

By working closely together, the partnership will improve carers' experience of help, advice and support by:

• providing better, coordinated information, including a carer information pack containing details of the whole range of support services available from all the partner organisations and community assets;

• seamless transition between partner organisations and reducing duplication;

• sharing learning and expertise;

• coordination of awareness raising activities, through the engagement and education of schools, employers and primary care services;

• developing communities and harnessing community assets to value and support carers to safety fulfil their caring role;

• coordinated support to carers of all ages, to include (not exhaustive):

— groups/activities — carer specific and universal to align with carers interests and hobbies,

— Practical support, e.g. benefits advice, legal advice,

— wellbeing workshops, training and skills development,

— emotional support, befriending.

The service is jointly commissioned by Staffordshire County Council and the five Staffordshire NHS Clinical Commissioning Groups (CCGs) as part of the implementation of the All Age Carers Strategy ‘All Together for Carers’ which was jointly developed by the Council and Staffordshire CCGs following extensive consultation. The Strategy commits the Council to working in partnership with carers, health and social care providers, communities and employers with the aspiration to develop a society that is carer friendly, which values and supports carers to fulfil their caring role and maintain their health and wellbeing.

The provider, its partners and sub-contractors, along with the local authority and CCG’s will be responsible for the implementation and delivery of the All Age Carers Strategy.

The tender will be procured via an open tender process.
