Description:
Facilitation of the Sustainable City Programme Challenge

The Ministry of the Environment (hereinafter referred to as the "Contracting Entity") requests your tender for the provision of the "Facilitation of The Sustainable City Programme's Challenge Bundle Work" service in accordance with this invitation to tender and its annexes. The procurement will be re-tendered because the previous acquisition had to be suspended in May 2022.

The object of the acquisition is described in more detail in Annex 1: Description of the object of acquisition.

The acquisition is divided into two parts. A maximum of EUR 100 000 (+ VAT) is reserved for each part, up to a maximum of EUR 200 000. If the price of one part exceeds EUR 100,000, the offer must be rejected. The tender may be submitted in either one or both parts. The parts are assessed separately.

The project has an estimated duration of fifteen (15) months and is estimated to start in September 2022.

For each part, the contracting entity selects one (1) service provider with which it contracts.

The service provided shall satisfy all the requirements set out in this call for tenders and its annexes to the service in order to be considered to be in compliance with the call for tender.

Well-being communities in a socially sustainable city

Challenge bouquets are sustainability cross-sectional co-development that delivers information and solutions to common urban management and practice challenges. Challenge bouquets are a series of interlocking challenges that are being solved by close partnership groups formed by cities, municipalities, ministries and possibly other entities.

The goal of the challenge bouquet is to produce peer learning, new ways of doing or concrete development efforts. The challenge bouquet can also be linked to networks and actors relevant to the topic, information collected in other projects and good practice and tried solutions that can be scaled up to bigger.

The theme of the challenge bouquet in section 1 is Well-being communities in a socially sustainable city:

Promoting the welfare of municipalities is one of the central functions of the municipality even after the reform of the sote. Through its actions, the municipality can support the health and quality of life of the individual, the functioning and sustainability of communities, and the balanced development and vitality of the municipality. The corona period has highlighted previous differences in well-being and challenges. The theme reinforces the social sustainability of cities by increasing the well-being and inclusion of residents. The actions of the theme should also be environmentally, economically and culturally sustainable.

Urban planning and development will orient environments and activities decades away and play a key role in reconciling the environmental, social and economic goals of cities. The UN Sustainable Develoment Goals (SDGs) provide a structured, wide-ranging and internationally accepted framework for sustainable development for work. This challenge theme reinforces the broadly sustainable planning and development of urban areas and cross-sector cooperation.
