The Modernization Agency offers the framework agreement on Services and Products from AIA and ADK on behalf of the entire state. The detailed content of the service can be found in cl. II.2.4)
Government institutions are required to apply the framework agreement at the entry into force of the framework agreement.
A number of self-governing institutions, etc., whose appropriations are included in the Finance Act, are original parties to the framework agreement and can therefore make use of the framework agreement. They included self-owned institutions, etc. is set out in Annex 3A to the Framework Agreement. Finally, Danmarks Nationalbank, the Danish Parliament, the Danish Institute for International Studies, the Institute for Human Rights, Greenland's Self-Government and the Faroe Islands Home Rule are also original parties to the framework agreement and can therefore make use of the framework agreement.

The framework agreement will include the following benefits:
- Services, comprehensive service inspections, calls, emergency calls, full service and emergency services regarding AIA and ADK systems, as well as delivery, repair, installation, alteration, configuration etc. of AIA and ADK systems and accessories,
- Products: AIA and ADK, comprehensive warning device, AIA keypad, active infrared detector, acoustic glass break detector, hand transmitter, smoke detector, assault pressure, water detection switch, radio module, keypad, remote control, control panel, box switch, central equipment, bypass switch, group extension module , microwave detector, passive glass breaker detector, passive infrared detector, vibration detector, power supply, transmission equipment, control unit for ADK, card readers, access media, electromechanical lock, engine lock plate, key for cylinder lock, cylinder, mechanical lock box for cylinder lock, door pump, toe pump, toe pump, toe pump, toe pump
The above only constitutes a general description of the service. Awarding of contracts based on a framework agreement will be based on the terms stipulated in the framework agreement without any renewed competition (purchase directly on the framework agreement).
Delivery must be made to the individual institution as directed by the customer. The framework agreement does not include the provision of services to institutions located abroad, in Greenland or in the Faroe Islands.
The supplier must be able to deliver the documents required to support the state's joint purchasing and billing system (in 2019, it is IndFak2, if the system changes its name, the obligation remains unchanged).
There will be a requirement for the supplier to report data to the Modernization Agency, which shows in detail the actual sales on the framework agreement. Details of data requirements and format will be set out in Annexes 5 and 5A to the Framework Agreement.
