The contract is tendered as one (1) assignment and is not divided into lots, because the Client believes that there is such a coherence of the work that the assignment can be seen as one logical whole. The proportionality requirements have been taken into account. Splitting the contract into several tenders, or lots, could lead to an increase in costs and an unnecessary burden on the Contracting Authority and the Tenderer. In doing so, this cohesion does not create unnecessary market constraints and small and medium-sized enterprises retain access to participate in the tendering procedure.
