The European Parliament, whose Treasury and Accounting Unit is based in Luxembourg, is launching this procurement procedure to enter into contracts with 3 banking establishments whose head offices are located in one of the countries belonging to the European Union, for making payments for the benefit of third parties, collecting revenue and providing various related banking services.

The vast majority of payments shall be made within the European Union. A very small proportion thereof shall be made to beneficiaries outside the European Union. This proportion may increase as procedures for the accession of new States progress.

The European Parliament shall be seeking a high level of services from the banking establishments, while taking into account the financial aspects of the proposals.
