the subject matter of this contract concerns: - the provision of services to assist in the implementation of a new data platform at the service of internal/external consumers of hospital data managed by the atih (hereinafter referred to as "initial project"); - punctual technical expertise services to ensure: o the maintenance in operational condition of the implemented solution, in the form of a daytime unit declined for each of the following skills: Data Architecture, Solution Architecture, Data Science Expertise, Ingé Data Expertise (dev / etl / python / sas), Devops Expertise, UX Expertise, the evolution of the architecture in sequential phases, and allow the implementation of additional functionalities, in the form of a unit of work corresponding to the management services of a "sprint" (Scrum method) aimed at developing the solution

this contract is concluded for a period of four (4) years from the date of its notification. The contract takes a mixed form, that is to say, it is concluded, with a single economic operator, both in the form of an "ordinary" contract for the implementation of the initial project giving rise to the payment of an overall and flat-rate price and in the form of a framework agreement for the punctual technical expertise services performed by the issue of purchase orders without prior negotiation or reopening of competition. The punctual technical expertise services will give rise to orders placed by the atih without minimum amount and with a maximum amount of 400,000 euro (s) HT for the duration of the contract. The maximum amount indicated above corresponds to the commitment of the holder to honor the orders placed by the atih throughout the duration of the execution of the contract. This consultation follows the open tender procedure No 01.22.067.002 declared without further action in the absence of a regular offer. The initial open call for tenders was the subject of a contract notice published in the Official Bulletin of Public Procurement Announcements on 19 May 2022 under number 22-69627 and in the Official Journal of the European Union on 20 May 2022 under reference 2022/s 098-270097.La date of provisional notification is 18 November 2022
