Currently, the VNG has entered into an agreement to offer outpatient youth mental health care and education to young people who are deaf (more than 80 decibels (dB) hearing loss in both ears) or very hearing impaired (more than 35 dB hearing loss in both ears) or deaf have parents. This agreement has a duration until 1.1.2021.

In anticipation of a European tender procedure to be launched mid-2020 for the conclusion of a new framework agreement as of 1.1.2021, the VNG has decided to launch a market consultation. A market consultation enables the VNG on behalf of the municipalities to gather the knowledge and experience of the market parties and to use it when going through the tendering procedure. Insights gained from the market consultation are (where relevant) used in the preparation of the tender, including the elaboration of substantive and financial aspects and the implementation of the tendering procedure.
