The purpose of this purchase file is to attract a Managed Service Provider (hereinafter “MSP”) to hire external employees. By means of an MSP we arrive at a uniform approach to hiring external employees who work on the basis of a resource commitment, whereby we have broader and more flexible access to the market, both to consultancy companies and to smaller companies, niche players, freelancers.
In addition to the need for an MSP for hiring external employees, there is also a need for an MSP program for standard courses. There is currently no unambiguous process with regard to creating and giving training courses, although there is a need for a uniform approach. This mandatory option in this file primarily relates to standard training courses on Safety and Behavioral Competences, ICT, Finance, Supply Chain, Asset Management, Legislation, Process and Project Management, [...] but we wish to have the opportunity to extend to other domains.
The aim is to work with the MSP partner to set up an efficient standard process for hiring external employees and training courses within the contracting authority, with the guarantee that we receive high-quality quotations at competitive prices.
MSP for hiring an external employee
Working with a uniform approach to hiring external employees ensures that there is a process throughout the organization from request to offboarding of the external employee and invoicing, supported with the necessary software and tools. This both for external employees within ICT and for business profiles. In the future, the principal part of the procurement will still be situated within the ICT domain, but domains such as strategy, change, project operation, marketing, logistics, facility management, etc. must also be covered. We expect the MSP partner to add new domains during the course of the agreement.
MSP for Training - Mandatory Option
We wish to integrate 1 sourcing process for drawing up and giving training courses. This makes it unambiguous for the internal customer.
By working with an MSP on training, we can respond flexibly to the continuously changing needs of the company. Through an MSP, we wish to gain flexible and broader access to market parties in the context of training, which means that we can also reach niche players and innovative parties.
The need consists of providing training, but there is also a need for drawing up tailor-made training and drawing up learning paths and training plans. These types of engagements are engagements in a commitment to results.
The training component is a mandatory option.
