The previous frequency auctions of the Federal Network Agency (BNetzA) were always carried out in presence and as a traditional simultaneous multi-round auction (TSMA). The award rules and the auction design of previous auctions can be found on www.bundesnetzagentur.de/mobilesbreitband under the menu item "Previous awards and other decisions". Future frequency auctions will no longer be held in presence, but as a remote auction online. The TSMA auction format has proven its worth and is likely to be used in future frequency allocations in the sense of consistent predictable administrative action.
For example, this could apply to the next upcoming allocation of rights of use in the 800 MHz, 2.6 GHz and partly at 1.8 GHz ranges, provided that the Presidential Chamber should make a corresponding award decision and determine the auction as a procedure. These rights of use are limited until the end of 2025. The decision on how best to make these frequencies available for use from 2026 is still pending. If the frequencies are provided as part of an auction, this auction is to be carried out online as a remote auction. On the basis of the contract put out to tender, the service provider shall meet the technical requirements (software; Support; Advice).
Important steps in the further frequency regulatory procedure are:
- 2023: formal determination of frequency scarcity
if so, then
- 2023: Arrangement and choice of a procurement procedure
(Tender or auction)
- 2023 or 2024: determination of the award conditions
- 2023 or 2024: definition of procurement rules
- Subsequently: Implementation of the award procedure (e.g. auction)

The deadlines for the procurement procedure and subsequent implementation of this contract for the consultation and provision of software for the implementation of the frequency auction will overlap with the frequency regulatory decision on the provision of the frequencies. Due to the timely conduct of the remote auction after the conclusion of the frequency regulatory decision, the contract for the remote auction must already be concluded now - before the final regulatory determination of the procedure for the provision of the frequencies.
