The contract is for the appointment of a multidisciplinary team, architect, stability engineer, special engineering engineer, EPB adviser and health safety coordinator responsible for the complete study and monitoring mission of the work, as described in Parts 3 and 4 of this special specification, for the renovation and insulation of the envelope (and installation of a ventilation system) of a social housing building located Boulevard de SMET de Nayer 568 to 1020 Brussels in a sustainable and ecological vision.

The budget for the works is 1 619 697.17 EUR excl. VAT.

In the event that the specific staff required to carry out all the tasks planned do not meet within the same professional structure, a team of participants shall form a group of economic operators. The various natural or legal persons that make up it act jointly and severally on its behalf. The architect who will represent the group in relation to the contracting authority and who is responsible for coordinating the studies and services carried out by the other members of the association shall be the architect.

Each member of the group of economic operators signs the application.

Applications that do not guarantee the contracting authority from the selection stage to benefit from this direct contractual link will be rejected.

The attention of economic operators submitting several applications

(i) in isolation and in grouping with other economic operators, or (ii) within differently composed groupings and groups in which they participate is drawn to the prohibition of multiple participations at the stage of submission of tenders by Article 54 (2) of the Royal Decree of 18.4.2017. The consequence of this prohibition is that tenders submitted by bidders affected by multiple participation must all be rejected.

In the event of selection of the two candidates concerned by the multiple participation of an economic operator, the latter may submit an offer only in the context of one of the two candidates. Applicants must anticipate this situation in order to avoid rejection of their offer.

In the event of multiple participation of one or more economic operators, the selection procedure shall be carried out as follows:

1. As a first step, the contracting authority shall carry out the analysis and provisional classification of the applications concerned taking into account any duplicates;

2. In a second step, it shall inform the groups concerned by a risk of double offer of their provisional classification and invite operators present in several groupings to choose the one by which the tender is submitted;

3) thirdly, he will proceed to the final classification of the candidacies after the withdrawal of one or more groups concerned by the risk of a double offer and will invite the various candidates to formulate an offer.
