1.The subject of the contract is to grant the Municipality of Lidzbark a long-term loan in the amount of PLN 4,500,000 to finance the planned budget deficit and repayment of previously taken loans.
2.A detailed description of the subject of the contract is presented in Appendix No. 1 to SWZ – Detailed Description of the Subject of the Order (SOPZ).
3. The Ordering Party reserves the right to use the loan in an incomplete amount without giving reasons and without financial consequences and without incurring additional costs. With reference to Article 433(4) of the Public Procurement Law, the contracting authority provides for the possibility of limiting the scope of the contract, with the minimum value of the contract – the loan granted being set at PLN 3,000,000.00.

3. The subject of the contract is a publicly available service with specific technical standards, standards and requirements resulting from specific provisions of the Banking Law. Repeatable quality and technical characteristics of the service do not require a complicated description and giving different quality characteristics. Credit service for a local government unit, there is no need to express the individual and unique requirements of the buyer and the specific features of the subject of the contract. In the services of granting credit, there is a constant level of characteristics of the offered product. The ordered credit granting service is comparable to others offered on the market. In the case of the credit service, there are no life-cycle costs associated m.in with use, modernization, repair, maintenance, wear, withdrawal, disposal.
4. The Ordering Party reserves the right to use the loan in an incomplete amount without giving reasons and without financial consequences and without incurring additional costs. 5. The loan granted will be based on the WIBOR 1M rate and a fixed margin during the loan period.
6. Capital installments in 2023 will amount to 4 x 50,000.00; in the years 2024-2030 they will amount to – 28 x 25 000.00 PLN, in 2031 they will amount to 4 x 150 000.00 PLN, in 2032 they will amount to 4 x 225 000 PLN, in 2033 they will amount to 4 x 200 000 PLN, while in 2034 they will amount to 4 x 325 000.00 PLN.
7. Grace period in repayment of the loan until 20.03.2023
8. The form of securing the loan by the Ordering Party will be a blank promissory note together with a promissory note declaration.
9. Loan currency: PLN Polish (PLN).
