The contractor should carry out the strategic environmental assessment of the ERDF program Baden-Württemberg 2021-2027 according to the structure and the required components of the legal basis.
The strategic environmental assessment should be carried out in close coordination with the client and the departments involved in stages and coordination rounds and presentations. As part of the implementation of the Strategic Environmental Assessment, the departments involved should also be able to take advantage of advisory services. In addition to the final version of the environmental report, a clear, internet-capable short summary for the general public with the essential results has to be prepared.
The state of Baden-Württemberg is participating in regional funding from the European Fund for Regional Development (ERDF) in the 2021-2027 funding period. The Ministry for Rural Areas and Consumer Protection Baden-Württemberg, as the administrative authority for the ERDF program Baden-Württemberg 2021-2027, is responsible for the strategic environmental assessment of the program planning for the ministries of Baden-Württemberg * involved in the planning and implementation.

- Section 35 of the Environmental Impact Assessment Act (UVPG) and Section 17 of the State's Environmental Management Act (UVwG)
Changes to the drafts of the above-mentioned regulations must be taken into account and finally the final versions of the documents should be used as a basis.
On the basis of the above-mentioned principles, the contractor should provide the following services:
- the contractor should carry out the strategic environmental assessment of the ERDF program Baden-Württemberg 2021-2027 according to the structure and the necessary components of the above-mentioned legal bases,
- The strategic environmental assessment should be carried out in close coordination with the client and the departments involved in stages and coordination rounds and presentations. The strategic environmental assessment must be carried out in parallel with the process of creating the operational program. For the processing of the order, a draft of the operational program is made available, which may be updated during the period of service provision.
The start of work for the strategic environmental assessment is 10.3.2020. The first draft of the environmental report is to be presented to the client by May 29, 2020, the environmental report for public participation by the strategic environmental assessment by July 3, 2020. The environmental report, including a short summary, must be completed by December 1, 2020 and handed over to the client.
