The subject of the contract is the provision by the Contractor of a comprehensive advisory and supervisory service in order to improve the functioning of the Hospital Emergency Department at the Dr. Roman Ostrzycki Provincial Hospital in Konin, along with maintaining cost optimization obtained as part of the contract within 36 months from the conclusion of the contract along with staff training.

Detailed requirements, provisions and conditions regarding the performance of obligations regarding the implementation of the subject of the contract are included in the draft contract (Annex 2 to the SWZ; draft contract for the service and draft contract for entrusting the processing of personal data), which constitute an integral part of the SWZ. The Contracting Authority does not allow for the possibility of submitting partial bids due to the fact that in the opinion of the contracting authority this is an indivisible contract, as it includes the performance of a comprehensive advisory and supervisory service in order to improve the functioning of the Hospital Emergency Department at the Dr. Roman Ostrzycki Provincial Hospital in Konin, along with maintaining cost optimization obtained as part of the performance of the contract along with training of the Ordering Party's staff – this service must be consistent in terms of execution. In addition, for technological and executive reasons and rational spending of public funds, it is not possible to divide it into parts. This would risk excessive technical and organisational difficulties in the performance of the contract, as well as the need to coordinate the activities of different economic operators. Failure to divide the contract into lots does not restrict fair competition and allows small and medium-sized enterprises to participate in the procedure, which will not have difficulties in its overall performance.

The contracting authority does not provide for the award of a contract in accordance with Article 214(1)(7) of the PPL.

The minimum guaranteed level of the value of services to which the Ordering Party undertakes (the minimum guaranteed level of use of the contract value) is specified in the Draft Agreement Provisions constituting Annex 2 to the SWZ.

The Purchaser does not allow submission of variants.
