Process-accompanying evaluation of the future competition mobility (# mobilwandel2035) on behalf of the Federal Environment Ministry (BMU)

The Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) has launched the sustainable mobility future competition (# mobilwandel2035) to support local actors in the development and implementation of innovative target images of sustainable mobility change.

The subject of the tender is the scientific support of the future competition mobility within the framework of an evaluation accompanying the process. This aims to show how the processes to achieve the goals at the program and project level have run and under what conditions a successful implementation was made possible. On the one hand, it should be analyzed at a higher level to what extent the competitive process including the accompanying activities worked as planned, on the other hand, drivers, resistance and the related direct effects at local level should be examined.

The aim is to document the changes that have occurred during the course of the program and to make the decisions and learning experiences made comprehensible and usable for future programs and projects of the BMU. The evaluation of impacts is not in the foreground of the evaluation, but should - by examining how and why changes have (did not) take place on site - be taken into account as far as necessary when assessing the processes. Finally, the evaluation will give recommendations for the future design of projects and programs for the implementation of a sustainable mobility policy at the municipal level.

The evaluation should provide answers to the following preliminary evaluation questions. As part of the inception phase, after reviewing the project outlines intended for funding, these evaluation questions can be adjusted or sharpened in consultation with the client.

Program level:

1. To what extent is the competition functioning as intended? To what extent does the two-stage backcasting approach of the competition lead to ambitious and at the same time realizable target images?

2. To what extent do networking, exchange of experience and advice for both funded and unsupported projects / municipalities contribute to the further development of sustainable mobility concepts in the municipalities?

Project level:

3. Which drivers and resistances (e.g. actors, framework conditions, technological developments, etc.) influence the development and implementation process in the projects on site and how?

4. To what extent does the participatory process in the projects lead to mutual learning, an increase in quality and a higher acceptance of the results in the municipalities?

5. To what extent has the local competition process led to changes in the attitudes or behavior of those involved (municipal decision-makers, civil society, companies, associations, science, etc.) or contributed to changes in structures (e.g. administration)?

To answer the evaluation questions, a theory-based evaluation design is provided, which examines the processes and modes of action of the competition using qualitative and quantitative social science methods. The focus of the analysis should be on the processes in order to determine how and why individual aspects of the program design contributed to the achievement of the goals and which framework conditions were conducive or hindering.
