The consultation is initiated in the form of an open call for tenders according to articles R. 2161-2 to R. 2161-5, R. 2162-1 et seq., R. 2162-13 and R. 2162-4 of the Public Order Code. The contract is concluded by means of a framework agreement fixing all contractual provisions (executed by means of purchase orders) and at unit prices with a single contractor. The contract will be awarded to the most economically advantageous offer according to the following judgement criteria:

1) price: 60% the price is judged over the potential four years of the market (quantitative estimate over four years). The score on the prize is obtained from the following formula: 60 × (less remote offer/candidate's offer);

2) Technical Value of Offer: 40%:

— acquaintance: 10%;

— technical architecture of hosting and security: 15%;

— ability to mobilize resources and stakeholders: 10%;

— reversibility: 5%.
