The government shall decide on the conceptual solution for the future DNS. The review basis for such a decision is a KS 1-process with a concept study (KVU) and the accompanying external quality assurance.

The aim of the KS 1-process is to highlight all the necessary sides of DNS'social role and the framework terms in a 50 year perspective. The announced assignment is to prepare a complete concept study (KVU) for future building solutions for DNS.

The KVU shall be prepared as a total delivery from tenderers in accordance with the Ministry of Finance's scheme for quality assurance of major governmental investments. The KVU shall include the following chapters:

1. Needs analysis.

2. Strategy chapter.

3. General requirements.

4. Feasibility study.

5. Alternative analysis.

6. Guidelines for the preliminary project phase.

The KVU shall be designed with a view to the requirements in the framework agreement dated 4.3.2011 on external quality assurance, cf. annex 7.
