The maximum value of the framework agreement is DKK 15,000,000.

The contracting entity is a social housing organisation subject to the Act on Social Housing, etc. The contracting entity arose from a merger on 1.1.2012 of Boligorganisationen Statsbo and Boligorganisationen Fagbo. The housing association constructs, rents, administers, maintains and modernises social housing with associated communal facilities for which public support is or has been granted. The contracting entity continuously needs client advice of various kinds. In connection with the existing building stock, there may be a need for the preparation of condition assessments and analyses – both verbal and in the form of drawing material – of renovation and conversion options, including energy renovations. In smaller cases, the client consultant is expected to provide a turnkey service comprising both design, tendering of construction works and contracting with contractors as well as follow-up, supervision and construction management. Larger cases are assumed to be tendered in main or turnkey contracts, which is why the client consultant's task will be partly to handle the tender for the task, partly to handle the conclusion of a construction agreement with the main or turnkey contractor and to supervise. In the case of new construction, including densification projects in connection with the existing housing stock, there is a need for the preparation of functional requirements, building programmes, possibly a local plan, tendering of the project as a main or turnkey contract as well as for assistance in concluding contracts with the main or turnkey contractor and supervising. Construction management may be offered separately, but it may also be considered that the client consultant must handle the construction management, even if project preparation, project follow-up and inspection are offered. The tasks will thus be of a very different nature, and the award of the Framework Agreement is expected to reflect this, cf. the tender specifications. The Contracting Entity intends to enter into Framework Agreements with four (4) consultants. It can be stated that as an average in the period from 1 January 2020 to and including 30 June 2022, consultancy services have been purchased for approx. DKK 8,000,000 excl. VAT. However, the contracting entity expects an increase in the number of projects undertaken, which will imply an increase in the level of procurement of consultancy services. The contracting entity therefore reserves the right to purchase consultancy services for a maximum of DKK 15,000,000 excl. VAT during the framework agreement period. The framework agreement is offered for a period of 48 months, and thus expires without notice on 31 March 2027.
