The subject of the contract is the collection of municipal waste from the owners of inhabited properties located within the administrative borders of the Baranów municipality in the period from 1 January 2024 to 31 December 2026. A detailed description of the subject matter of the contract is provided in Part II of the Terms of Reference - Description of the subject matter of the contract.
1. The subject of the contract includes:
1) Provision of municipal waste collection services from owners of inhabited properties located within the administrative borders of the Baranów Municipality and their transport to the Regional Municipal Waste Treatment Plant appropriate for the Baranów Municipality, i.e. Olszowa Waste Management Plant sp. z o.o.
2) Equipping the single-family properties indicated by the Contracting Authority with:
black container - designed for the collection of unsegregated (mixed) waste
Municipal
brown container - designed for the collection of bio-waste in the case of farms
non-composting bio-waste that meets safety requirements
and quality as well as PZH certificates and certificates of compliance with the Polish Standard
yellow bin - designed for the collection of plastics and metals as well as waste
multi-material packaging,
blue bin - designed for collecting paper, including cardboard, packaging waste
paper and cardboard packaging waste,
green container - designed for collecting glass
In addition, the Contracting Authority allows residents to be equipped with the following bags (donated/delivered by the Ordering Party) to be collected:
plastics and metals and multi-material packaging waste in yellow;
paper, including paperboard, paper packaging waste and blue cardboard packaging waste;
green glass;
Bio waste in brown color.
The number of containers for each fraction is approx. 2000 pcs. including approx. 1420 containers
with a volume of 0.12 m3 (120 l) and approx. 580 containers with a volume of 0.24 m3 (240 l).
The contractor is obliged to obtain from the owner of the inhabited property, and in his absence from any household member, a written confirmation of the delivery of the container
with the right capacity.
One container is provided for each fraction with a volume of 0.12 m3 (120 l) for max
4 inhabitants, while a container with a volume of 0.24 m3 (240 l) above 4 inhabitants.
In consultation with the Ordering Party, the size and number of containers delivered to farms may change.
On the day of concluding the contract, the Contracting Authority shall provide the Contractor with an electronic list of properties covered by waste collection and the method of collecting bio-waste.
3) Equipping the containers consists in the temporary provision of containers for use (for the duration of the contract) and does not mean the transfer of ownership of the containers to either the Ordering Party or the property owners.
4) Submitting to the Contracting Authority by the 7th day of each month a report (in electronic form, in pdf format) containing information on the amount of waste collected and delivered to ZZO Olszowa Sp. z o.o. (in Mg) broken down into individual types and fractions, as well as the number and capacity of waste containers delivered to residents
(as of the end of each month). These reports should be drawn up in the form of a table.
The reports should be accompanied by evidence of delivery of waste collected from the area of the Baranów Commune to ZZO Olszowa Sp. z o.o., i.e. an extract from BDO or receipts from the scale, etc. (electronic version is acceptable).
5) The Contractor is obliged to prepare annual reports of the entity collecting municipal waste from property owners and submit them to the Head of the Baranów Commune
in accordance with the procedure referred to in Article 9n of the Act of 13 September 1996 on Maintaining Cleanliness
and order in municipalities (Journal of Laws of 2023, item 1469).
6) Due to the weight-based method of settlements with the Contractor, waste collection vehicles should be equipped with monitoring based on a satellite positioning system, enabling permanent recording, storage and reading of data on the position of the vehicle and parking places (the so-called GPS device) allowing the Contracting Authority to control the routes. Routes (reports) in paper or electronic form specifying min. location, time of waste collection and place of emptying, should be provided to the Contracting Authority
