The market is a market of services for "driving, maintaining and operating installations with total guarantee" (around 80 to 90% of the market) but also includes work relating to "partial renewal or modification of installations with operation and guarantee ”of technical installations of buildings (schools, services, village halls, etc.) belonging to the municipality of Ham-sur-Heure-Nalinnes.
The installations concerned are heating, fire detection, access control and intrusion surveillance installations (depending on buildings). Maintenance of the hydraulic installation for softening city water in a building (sports hall, in this case) must also be ensured, as well as monitoring water consumption (depending on buildings).
The reading of the consumption indexes of the electricity, water and gas meters of the buildings under contract and the communication of these to the distributing organizations is included in the services.
During the course of the contract, the contracting authority reserves the right to request, via an addendum, an extension to an existing installation involving work to be carried out by the contractor and services (driving, maintenance and operation of the installations, with total warranty) in the same way and with a contractual duration identical to the main installation.
The market consists of a single lot. In application of article 58, §1 st of the law of 17.6.2016, this market is made up of a single lot due to the need to centrally manage the various techniques (heating, access, fire, water supply) and the various buildings scattered across the territory communal. Each technique cannot be treated in a split way (example: during a modification of instructions linked to a room rental, heating and access must be modified together); the transmission of data as well as the centralization of data of the various techniques of the various buildings at the level of a single computer server belonging to the municipality (already existing hardware and software environment provided with an IP addressing specifically dedicated to each role on each building and made available to the successful tenderer) makes the execution of the contract technically difficult in the event of multiple participants on the same computer server. Note the difficulty in terms of responsibility of various stakeholders in the event of a malfunction and / or conflict at the central server level. The same goes for the work of the municipal services responsible for managing room occupations (multiplicity of contacts and procedures). Also, access to buildings must be unified (a single personal access badge that can give access to several buildings). The operation of space heating and access facilities involves a large annual volume of temporary changes to setpoints (access and heating) compared to the usual heating and access regimes. The number of requests to modify instructions is estimated at around 3,500 manipulations per year.
The service provision for the various buildings is to take effect (in principle) on 4.6.2020.
The contract is concluded for a period of 4 years, with the possibility of a renewal clause of one year (according to article 42§ 1 st , 2 o of the law of 17.6.2016) in negotiated procedure without prior publication, under the same conditions as the initial market.
