Awarding of property planning services for the construction of a daycare center in the existing building and for the construction of a new all-day school in the Blickweiler district
The subject of the contract to be awarded is planning services for the renovation and conversion of an existing building into a daycare center and the planning of the new construction of a voluntary all-day school (FGTS) in the Blickweiler district.
In the center of Blickweiler in the immediate vicinity of the church is currently the day care center (KiTa). Here there is an offer for the care of children in the form of a regular and a crèche group. The building is in great need of renovation and, together with a neighbouring city-owned building (Haus Feld) - which houses premises for the village community - and the adjacent fire brigade equipment house, is part of the northern edge of a village square built in the 1970s. The village square is largely disorderly and serves mainly as a parking space for the residents or for bringing/picking up the daycare children as well as installation areas for the fire brigade.
The object of the project planning services to be awarded is the conversion of the existing building "Haus Greff" and an extension to a day-care centre with
- three kindergarten groups (regular groups) for children aged 3 to 6 years and
- a crèche group for children aged 1 to 3 years
including all necessary ancillary rooms according to the room program. In addition, the design of a new building for a voluntary all-day school (FGTS) for 4 groups including all necessary ancillary rooms in the area of the currently existing daycare center is to be planned. Joint planning up to service phase 3 is intended to avoid conflicting goals and identify possible synergy effects. Through joint planning, the facilities can be optimally coordinated with each other
The planning should take into account any other use in the future. This means that the objects to be planned basically allow for the most multifunctional use possible.
The object should be planned in such a way that it meets a medium standard. The entire building must be barrier-free. Inclusive aspects (especially with regard to accessibility, lighting and sound insulation) must be taken into account during planning. Energy requirements according to the Building Energy Act (GEG) must be complied with.
The day-care centre must be planned including inventory and equipment, such as furniture, play landscapes in the group rooms, cloakrooms, kitchens, dining room, changing tables, etc.
The planning service is to be started immediately after commissioning. The planning and construction process is to be planned by the contractor in such a way that the daycare center is completed ready for occupancy on 01.09.2026.
The submission of the coordinated design planning (service phase 3) for daycare and FGTS must be made by 01.04.2024. On 01.07.2024, the approval planning (service phase 4) for the daycare center must be available.
