SZW EA Evaluation and monitoring stap-scheme

The government's policy for Lifelong Development (LLO) is aimed at giving everyone in the Netherlands a chance to take more control over his or her own development. That is why the government has agreed in the past coalition agreement to introduce the Incentive Labour Market Position (STAP) budget. Within the government there is a desire to evaluate new policy in time and the scheme therefore also includes an evaluation provision. See also the Descriptive document.

The government's policy for Lifelong Development (LLO) is aimed at giving everyone in the Netherlands a chance to take more control over his or her own development. That is why the government has agreed in the past coalition agreement to introduce the Incentive Labour Market Position (STAP) budget.

The Client prefers to receive evaluation information via interim reports before 2024, in connection with the legislative process. In addition, the scheme to support the evaluation should be monitored regularly.

The research has three goals:

1) monitoring: creating insight into the use, reach, offer and characteristics of the participants of the STAP budget, both in the number of applications and financial exhaustion.

2) effectiveness: to create insight into whether the STAP budget is more accessible to all targeted groups and provides an incentive to learn alongside work compared to the tax deduction for training expenses. In addition, the research must also provide insight into whether the STAP budget may contribute to the performance of current or future work.

3) efficiency: creating insight into the transfer of private funds to public funds. In addition, it is also important to map out the consequences of the establishment and implementation of the scheme.
