Norad intends to enter 1 or 2 framework agreements with consultancy companies for consultancy services related to Norwegian initiatives for education for development. There is a need for consultancy services of different kinds, from shorter appraisals of documents and projects to more comprehensive studies. The framework agreements shall cover to main areas: Education for development in general (Portfolio A) and Technical and Vocational Education and Training (Portfolio B).

Portfolio A includes consultancy services in various areas of education for development, such as girls' education, education in crisis and conflict situations, quality and learning achievement, education for marginalised groups, teachers, innovation and education systems.

Portfolio B concerns consultancy services related to technical and vocational education and training and qualification of youth for the labour market.

The supplier can tender for 1 or both portfolios.
