The purpose of the procurement is to enter into framework agreements for consultancy services in statistical method, with a focus on household surveys and national accounts, for Statistics Sweden's service exports in the form of:
- Capacity development in areas that are not Statistics Sweden's core business or areas where specific knowledge needs to complement the authority's own expertise.
- Facilitate capacity development in each area linked to Statistics Sweden's project collaborations in the form of advice, workshops, training and the like.
In addition to consulting efforts on site in the project countries, efforts in Sweden can occur such as advice for project planning, implementation and follow-up, preparation for assignments abroad and post-work in the form of report writing and also during study visits from abroad.
The procurement relates to the signing of framework agreements for consulting services for Statistics Sweden's service exports in the form of:

Extent

In addition to consulting efforts on site in the project countries, efforts in Sweden can occur such as advice for project planning, implementation and follow-up, preparation for assignments abroad and post-work in the form of report writing and also during study visits from abroad.
In the coming years, approximately 10 project initiatives are estimated to be ongoing with around 10 people stationed as long-term experts in project collaborations abroad. About 100 SCB employees annually carry out short-term assignments within the framework of the agency's aid-financed project collaborations. The scope of the assignments will vary during the contract period and Statistics Sweden does not guarantee to buy a certain volume. Statistics Sweden estimates the value of the agreement to be approximately SEK 2,400,000 during the contract period, incl. extension. The maximum amount that the framework agreement may cover during the contract period is SEK 4,000,000 excluding VAT.

The bidder must be able to offer and deliver all the services requested. Split bids are not accepted.

SCB will accept the most economically advantageous tender based on the award basis best price-quality ratio. For more information on the evaluation, see section 3.
