Description:
Engineering services (general planning) for the basic repair and modernization of locks on the Finow Canal (lock package 2)

The special purpose association Finowkanal Region (ZRF), founded in February 2020, intends to acquire the twelve locks of the Finow Canal from the previous owner of the federal government. The aim of the association is to ensure the permanent navigability of the Finow Canal for motorized and muscle-driven boat traffic and the water-tourism development of the entire region.

The locks are taken over on the basis of a financing agreement between the federal government, represented by the Directorate General for Waterways and Shipping (GDWS) and the ZRF in the following two lock packages:

- Lock pack 1 (SP1):

Ruhlsdorf, Leesenbrück, Grafenbrück, Schöpfurt, Heegermühle locks; Wolfswinkel

- Lock pack 2 (SP2):

Wire Hammer, Copper Hammer, Eberswalde, Ragöse, Engraver and Liepe

SP 1 is currently under review by the relevant approval or licensing authorities. Construction is scheduled to start in the IV quarter of 2022 and completion is planned for 05/2025.

The procurement project includes general planning services for basic repair and modernization measures at the Finow canal locks of SP 2, which includes the following locks:

- Wire hammer lock, Finowkanal km: 73.9; built in 1877; renovation year 1933,

- Kupferhammer lock, Finowkanal km 75.9; built in 1875; refurbished in 1930,

- Eberswalde lock, Finowkanal-km 77.9; built in 1831; renovation year 2001,

- Ragöse lock, Finowkanal-km 81.0; built in 1875; renovation year 1930,

- lock Stecher, Finowkanal-km 84.4; built 1877; renovation year 1930,

- Liepe lock, Finowkanal km 88.9; built in 1874; refurbished in 1930.

The hand-operated locks were built as double-width chamber locks and have a chamber length of approx. 41.50 m, a clear passage width of approx. 9.60 m and overcome drop heights between 2.30 m and 4.20 m.

The building statuses according to the last building inspections or monitoring can be found in systems 1 to 6 in the task description.

Except for the Eberswalde lock, which was completely repaired in 2001, there is a primary need for basic repair for all other locks, which must be planned accordingly for these five locks.

In contrast, the only thing that needs to be determined for the Eberswalde lock is the existing maintenance requirement. In addition, the

As part of the construction work, all six locks, previously manually operated, will be equipped with electric drives for automated, self-operated operation with remote monitoring.

As part of the general planning service, it is important to note that the Finow Canal with its hydraulic engineering facilities, including lock structures, is a listed building in its entirety. Examining all issues relevant to historic preservation is therefore a special priority within the scope of the services to be assigned and is part of the planning process.

The general planning service includes the required basic planning services of the HOAI 2021 service descriptions Lph. 1 to 9, including special property and specialist planning and consulting services, including special services in accordance with Appendix 1, HOAI 2021 and services according to the Construction Site Ordinance ( see also contract notice point II.2.4, description of procurement).

A: The general planning service includes the planning services required for the HOAI 2021 service specifications as follows:

Property planning according to §§ 34; 39; 43; 47 HOAI

- buildings

- outdoor facilities

- engineering structures

- traffic facilities

Specialist planning according to §§ 51; 55 HOAI

- supporting structure

- technical equipment

Technical planning and consulting services according to Appendix 1, point 1.3; 1.4 HOAI

- Geotechnical engineering, including planning services, building materials technology inventory surveys

- Engineering surveying

Additional Services:

- Special services such as “listed inventory documentation”, “building materials technology reports”, “building condition and renovation reports”, “requirements planning according to DIN 18205", “local construction supervision” and other special services according to engineering contract

- Services according to construction site regulations

B: There is no provision for tendering of the general planning services in lots.

C: On the basis of the engineering contract to be concluded, an optional gradual allocation of planning services for all lock structures is planned as follows:

- Planning stage 1: Requirements planning according to DIN 18205, HOAI performance phase (Lph.) 1-2, including planning/expert report preparation geotechnics, planning/preparation of expert reports building materials technology stock analysis, planning/execution of historical inventory documentation, planning/execution of engineering surveying

- Planning level 2: HOAI Lph. 3

- Planning level 3: HOAI Lph. 4 to 7

- Planning level 4: HOAI Lph. 8 including local construction supervision, coordination according to construction site regulations and HOAI Lph. 9

E: Initially, only planning level 1 is commissioned. The commissioning of the further planning stages 2 to 4 is optional. The commissioning of planning from planning level 3 also depends on securing the overall financing.

Q: With the offer, the bidder must submit a concept with the following content:

a) Presentation of project organization chart and organization for all services to be commissioned according to the contract

At a minimum, the following points should be included:

- In-project organization of planning processes

- Tools for data exchange

- Explanations on interface determination and control

- Presentation of the way the plan run is documented

- Explanation on the implementation of quality assurance/control

b) in the case of a bid by a bidding group, the presentation of cooperation in the bidding community

c) in the case of an offer that provides for the integration of subcontractors - presentation of the cooperation with the subcontractors

Explanation of a) to c): The bidder is expected to describe the project organization verbally and present it schematically. For the client, the assignment of personnel, task responsibilities in terms of content, decisions and interfaces must be comprehensible and suitable for task fulfillment. The communication path with the client must be clearly displayed.

d) Concept for the planning and construction process

At a minimum, the following points should be included:

- Rough schedule for planning and construction, presentation of the sequence of measures taking into account the time frame and interfaces

- Methods for meeting costs and deadlines

- Schedule with milestones from order placement to VOB acceptance

- Description of the possibilities for organizing the construction processes so that the FINOW canal can be largely used for water tourism during the construction work

Explanation of d) The client expects a direct practical project orientation. The planning and construction process must be presented in a realistic and goal-oriented manner. The premises for quality assurance and the measures to be taken regarding cost and deadline compliance must be presented in a comprehensible way. Possible problem situations should be identified and suggested solutions should be presented.
