Development of smart mobility in the Pieksämäki region 406077 / 2022

In accordance with the procurement notice published in the Hilma notice, the City of Pieksämäki requests binding tenders for the use of the City of Pieksämäki as set out in the invitation to tender for the development of smart mobility in the Pieksämäki region 406077 / 2022.

The Pieksämäki travel centre will be developed into a low-carbon mobility centre so that it combines different modes of transport and increases the use of sustainable modes of transport (public and light transport) by utilising new smart mobility solutions. An investment project for construction has started in the station area, which, among other things, will renovate the existing station tunnel and improve accessibility. Together with the investment project, the aim is to develop digital information services for public transport and light transport in such a way as to facilitate users and increase the use of public and light transport.

The first section explains the possibility of digital ticketing for local transport as an app or by becoming part of another service provider's whole. Secondly, the development of a smart display and smart sensor system for guidance will be promoted. Develop a digital payment system for parking space reservations and city bike rental together with local service providers. Thirdly, intelligent lighting in the station tunnel is planned to improve road safety and promote the use of light traffic. The result of the work is a digital touchscreen system, a digital payment system and smart lighting for the drive tunnel. The results of the work will be realised in an investment project in the area of the station, where the project will be built. Systems.

The implementation schedule for the work is September 2022 – September 2023.

Meetings:

The work includes five project meetings on:

In addition, the work includes the necessary amount of communication between the supplier and the city of Pieksämäki, including regularly remote "follow-up" meetings on the progress of the work.

Reporting:

The work will be prepared in electronic form in a publicationable final report in accordance with the City of Pieksämäki Graphic Guidelines and the ERDF Guidelines. The estimated scope of the report is 30-50 Powerpoint pages.

Tenders shall be accompanied by the following annexes:

1. Description of the implementing resources

1-4 implementers must be appointed for the work. The tender shall describe the skills related to the subject matter of the work of the designated implementers and the practical knowledge of the development and implementation of intelligent mobility.

The tender shall contain a maximum of five (5) references to the implementation of similar types of settlements/author in 2022 and the three (3) previous years in which the designated authors have participated. In the case of implementers to be designated, it shall be stated what their roles have been in the personal references indicated in the tender.

The scope of the implementation resource description is up to two A4 pages per designated implementer.

2. Work implementation plan

The implementation plan shall include a description of the implementation of the work, describing the key measures for the implementation of the work, the methods to be used, including the use of potential subcontractors and the schedule plan for implementation, the roles of the designated implementers in the work and the planned use of time for the implementation of the work.

The work implementation plan may also include other measures and methods proposed by the provider for the implementation of the work and the achievement of the objectives set, which are not mentioned in the indicative content of the work under Description of work. The tender shall indicate the sources of information, networks and methods available to the implementer for the work, e.g. in the case of the project. the extent and how the views of the stakeholders in the work are mapped.

Areas of smart mobility development for which tenders are requested:

1. Coordination and coordination of development elements together with the investment project of the station tunnel. Convening and reporting meetings to the city of Pieksämäki. The actors in the region have different plans that should be coordinated. In the current situation, transport and services in the region do not support each other in an easily unifying way. Shared services link travel chains together to promote low carbon in society.

2. The aim is to develop digital information services for public transport and light transport. The first section explains the possibility of digital ticketing for local transport as an app or by becoming part of another service provider's whole. b. Identify potential city bikes and Scots renters/service providers for Pieksämäki, etc. the modes of movement of intelligent mobility and promote their location in the station area.

c. The possibility of implementing a digital reservation and payment system for parking space reservations and sharing services rentals shall be explored together with local service providers. In addition, the developer of the charging points for electric cars and the possibility of charging electric bicycles will be sought in the parking area.

d. Mapping out the rental service providers of shared cars/cars to Pieksämäki and the digital reservation system for these services.

3. Promote the development of a smart display and smart sensor system for guidance, improvement of safety and control of light traffic. The systems will facilitate access to services
