The aim of the study is to evaluate potential policies for facilitating the penetration of renewable and decarbonised gases at distribution level in a cost-effective and efficient way, whilst minimizing distortions in the gas market. In this context, the study should also assess different options regarding the role and tasks of gas DSOs, including the relevant unbundling requirements, as well as to evaluate potential policies in relation to the participation of consumers in the gas market.
In particular, the study should analyse the problems and policy options associated with the three specific topics as described below.

This service contract will cover the problem definition and status quo analysis, definition of specific policy options to reach the defined objectives, cost-benefit analysis and impact assessment of different policy scenarios, comparison of options and concrete policy recommendations.
