The Public Library is a statutory service that is anchored in the democratic principle of equal and free access to information and knowledge. §1 of the Public Library Act states that the public library's task is to promote information, education and other cultural activities through active communication and by making books and other media available free of charge to everyone living in the country.

The public libraries included in this agreement have an ongoing need for renewal of their collection of to be relevant for residents of the five municipalities. The aim of the contract is to cover this need.

The maximum value including any options and expected price increases: NOK 6,200,000 excluding VAT. The need is uncertain. The value can be both higher and lower, and will depend on, among other things, the contracting authority's needs, activities, budgetary situation and other framework factors.
