Description:
Reception and transport of municipal waste from the territory of the municipality of Choroszcz

The subject of the contract is the collection of municipal waste generated and collected on uninhabited properties located in the Choroszcz Commune indicated in the description of the subject of the contract and direct transport to the Installation appropriate for individual municipal waste fractions (ZUOK Białystok, ZUOK Hryniewicze), in accordance with Annex No. 1 and Annex No. 2 of August 24, 2023 to the inter-municipal agreement concluded on October 14, 2020 2010 between the Municipality of the City of Białystok and the Commune of Choroszcz on entrusting the City of Białystok with a task in the field of recovery and neutralization of municipal waste in connection with the implementation by the City of Bialystok of the Project "Integrated waste management system for the Białystok agglomeration".

The procedure is conducted in the form of an open tender pursuant to Article 132 of the Act of 11 September 2019. Public procurement law (i.e. Journal of Laws of 2023, item 1605, as amended).

The subject of the contract is the collection of municipal waste generated and collected on uninhabited properties located in the Choroszcz Commune indicated in the description of the subject of the contract and direct transport to the Installation appropriate for individual municipal waste fractions (ZUOK Białystok, ZUOK Hryniewicze), in accordance with Annex No. 1 and Annex No. 2 of August 24, 2023 to the inter-municipal agreement concluded on October 14, 2020 2010 between the Municipality of the City of Białystok and the Commune of Choroszcz on entrusting the City of Białystok with a task in the field of recovery and neutralization of municipal waste in connection with the implementation by the City of Bialystok of the Project "Integrated waste management system for the Białystok agglomeration".

1. Contractors may jointly apply for the award of the contract. In this case, the Contractors shall establish a proxy to represent them in the proceedings or to represent and conclude a public contract. The power of attorney should be attached to the offer.

2. In the case of Contractors jointly applying for the award of a contract, the declarations referred to in Chapter VII (1) of the SWZ shall be made by each of the contractors. These statements confirm the absence of grounds for exclusion and the fulfilment of the conditions for participation in so far as each contractor demonstrates compliance with the conditions of participation in the proceedings.

3. Contractors jointly applying for the award of a contract shall attach a declaration to the tender which services the individual contractors will perform [drawn up in accordance with the model of Annex 8 to the SWZ].

4. Statements and documents proving no grounds for exclusion from the proceedings shall be made by each of the Contractors jointly applying for a contract.

1. Additional recommendations

a) The Contracting Authority does not provide for the obligation of the contractor to carry out an on-site inspection and check by the contractor the documents necessary for the performance of the contract available on site at the Contracting Authority,

(b) The health and safety regulations must be strictly respected during the operation of the service,

and the resulting rules of road safety.

The remaining conditions for the performance of the contract are set out in the Draft Agreement constituting Annex No 3 to the SWZ.

1. Method of drawing up documents

electronic or electronic documents that are an electronic copy of content stored in paper form (digital representations) must comply with the requirements set out in the Regulation of the Prime Minister on requirements for electronic documents.

2. Electronic documents referred to in § 2 clause 1 of the Regulation of the Prime Minister on requirements for electronic documents shall be prepared in electronic form, in data formats specified in the provisions of the Regulation of the Council of Ministers on the National Interoperability Framework, taking into account the type of data transferred, and shall be provided as attachments. In the case of formats referred to in Article 66(1) of the PPL, the above-mentioned regulations will not apply directly.

3. Information, statements or documents, other than those listed in § 2 clause 1 of the Regulation of the Prime Minister on requirements for electronic documents, submitted in the proceedings shall be prepared in electronic form:

a. in the data formats specified in the provisions of the Regulation of the Council of Ministers on the National Interoperability Framework (and shall be provided as an annex), or

b. as a text entered directly into a message transmitted using electronic means of communication (e.g. in the body of an e-mail or in the content of the "Communication Form").

4. If electronic documents transmitted by means of electronic communication contain information constituting a trade secret within the meaning of the provisions of the Act of 16 April 1993 on combating unfair competition (Journal of Laws of 2020, item 1913 and of 2021, item 1655), the contractor, in order to maintain the confidentiality of these
