On the 20-hectare area between the Wilhelminian Reiherstiegviertel, the Ernst-August Canal and the Spreehafen, a lively district is planned - the Spreehafenviertel. Various offers in multi-storey and terraced house construction are to be created here, as well as new jobs and open and green spaces. A central public square on the waterfront and the connection to existing neighborhoods, in particular the Reiherstieg district and the Elbe quarter, are key features of the new quarter. There will be a variety of offers in the Spreehafenviertel: residential and commercial buildings on the edge of a block, apartment buildings and houses for building communities, as well as row of town houses and a detached building on Quartersplatz. The goal is to implement the Hamburger
mix of thirds and the creation of living space (approx. 1,100 residential units) for almost everyone living in the city
people.
The gross order value for the 25 months is currently estimated at around 0.38 million euros. The total gross project costs are expected to amount to approx. 70.0 million euros.
The project management services assigned here are to be provided for the following trades/areas:
- Superordinate project management for urban district developments (coordination of space availability, management and temporary use, development of construction logistics concepts and construction phase concepts);
- Control function for development measures (transport facilities including civil engineering, municipal media, supply and disposal);
- Water management control function (surface drainage or near-natural hydraulic engineering);
- Control function for engineering structures (bridges and other engineering structures requiring monitoring);
- Control function for public outdoor areas in the future (e.g. promenades, squares, parks incl. sports facilities and play areas and allotment gardens)
- Control function for earthworks and land clearance (including weapons and contaminated sites);
- Investor and project support (implementation of land award procedures including concept tendering and evaluation, representation of the IBA as an agent of land, controlling and quality assurance of planning and construction (building construction and outdoor facilities), acceptance of projects in accordance with the IBA district requirements, management of litigation proceedings, management of receivables);
- Stakeholder management (identification of stakeholders, stakeholder portfolio, action lists, communication plan, risk assessment in the project);
- BIM management for engineering structures (control and coordination of BIM projects, monitoring and documentation of BIM-specific planning services, structuring and management of modelling in the cloud, monitoring of policies and workflows, quality and collision checks).
In parallel to this call for tenders, project management services for the project areas “Elbinsel Quarter” and “Wilhelmsburger Rathausviertel” will also be tendered in a tendering procedure. It is possible to participate in both tenders.
As part of this award, project management services are awarded for a total of 25 months. The project is to be taken over upon conclusion of the contract with the then prevailing project status. Project management services can be extended by one year at a time (maximum of 7 years in total). The end of the contract period does not necessarily have to be accompanied by the completion of a project stage.
In principle, the project management services (project stages 2-5 in action areas A to E) are to be provided in accordance with § 2 of the AHO publication series No. 9 “Project Management in the Construction and Real Estate Industry”, 5th edition, March 2020).
In addition, investor and project support, stakeholder management, BIM management for engineering structures must be provided.
