1. The subject of the contract is: “The provision of a service for the collection of municipal waste and the development of such waste from the owners of the property created in the Municipality of Poczesna.”
2. Object range of the order:
The scope of the contract is the collection and management of the entire stream of municipal waste provided by the owners, co-owners, managers, users of real estate on which residents live, located in the municipality of Poczesna in a way that ensures the achievement of appropriate levels: preparation for re-use and recycling of municipal waste, reduction of the weight of biodegradable municipal waste transferred to landfill and not exceeding the storage levels for the task entrusted.
A detailed description of the subject of the contract is included in opz - Appendix No. 5 to SWZ.
AND.
1. The area of Poczesna Municipality is 60.13 km².
2. The number of residents of the Municipality registered for permanent and temporary residence as of 30.06.2023 is 12,444 inhabitants.
3. The number of inhabited single-family properties is 3426 – resulting from the declaration on the amount of the municipal waste management fee, as of 30.06.2023.
4. Total number of inhabited properties – 3471 (3426 single-family properties + 45 multi-unit properties). Including the number of properties with difficult access - 5 (the list of properties with difficult access is attached as Appendix 8 to the Terms of Reference).
II. The minimum amount of waste during the performance period shall be estimated at:
1. Unsegregated (mixed) municipal waste - 1650 Mg.
2. Selective waste (paper, metal, plastics, glass, multi-material packaging waste, bio-waste, furniture and other bulky waste, waste electrical and electronic equipment, expired medicines, used batteries) - 900 Mg.
3. Ash from home hearths - 500 Mg.
3. The minimum amount of waste that will be collected is the amount of waste listed in the offer form Appendix No. 1 to the Terms of Reference.
III. 1. The subject of the contract is the provision of services in the field of collecting municipal waste from owners, co-owners, managers, users of real estate where residents live, located in the Poczesna municipality and management of this waste. The scope of the contract includes the collection and management of the entire stream of municipal waste handed over by owners, co-owners, managers, users of real estate where residents live, located in the Poczesna municipality in a way that ensures the achievement of appropriate levels: preparation for reuse and recycling of municipal waste, reduction of the mass of biodegradable municipal waste sent to landfill and not exceeding storage levels within the entrusted task.
2. Municipal waste mixed and separately collected from all properties residing in the Poczesna Commune will be collected in accordance with the frequency specified in OPZ Section XII FREQUENCY OF COLLECTION OF MUNICIPAL WASTE FROM REAL ESTATE.
3. The Contractor will organize 2 times a year (2 times during the term of the contract) collection of bulky waste, waste electrical and electronic equipment from the front of the property.
4. The municipal waste collection system shall not cover waste generated as a result of business activity.
5. The management of the municipal waste collected shall comply with the waste hierarchy set out in Article 4(1) of the European Parliament and of the Council 2008/98/EC of 19 November 2008 on waste and repealing certain Directives (OJ L 2008.312.3, as amended).
6. The Contractor is obliged to collect and manage all municipal waste specified in Table 7.1 generated on the properties where the residents live and handed over by the property owners in accordance with the rules set out in the Regulations for maintaining cleanliness and order in the Poczesna commune.
7. Mixed municipal waste will be collected from containers.
8. The Contractor, under the agreement with the Ordering Party, will provide bags free of charge
to holdings in the quantities necessary to receive separately collected precipitation.
9. Attention! The Contracting Authority informs that for the fraction of ash from household furnaces, the Contractor is obliged to use the waste code 20 01 99 – Other fractions not specified collected in a selective manner.
10. The Contracting Authority has provided for the application of the procedure referred to in Article 139(1) – the so-called "reversed" procedure.
