The district of Bautzen intends to accommodate and care for asylum seekers and other foreign refugees in the shared accommodation of the district of Bautzen in 02977 Hoyerswerda, Thomas-Müntzer-Str. 25, to be awarded to competent, efficient and reliable contractors as part of an award procedure.

The property to be rented has already been used as shared accommodation for the purpose of accommodating asylum seekers in recent years. The collective accommodation will be operated with an average number of 450 places, with a base number of 300 people. If necessary, the maximum capacity of approximately 600 places for the accommodation of families, individual women and men should be provided, taking into account the special features of these groups of people.
To ensure the usability of the property as community accommodation and to maintain it at its own expense. The basic equipment of the accommodation rooms in accordance with the requirements of the VwV accommodation must be guaranteed.
The shared accommodation must be protected against unauthorized intrusion and external attack by means of structural, technical and organizational measures. The security of the property must be ensured by a suitable security guard outside the presence of the home or care personnel as well as at night and on weekends and public holidays.
Social workers must be deployed in the shared accommodation. Goals of care work include:

Award criteria: Award criteria are the concept with a maximum of 50 points, the qualification with a maximum of 10 points and the operator costs with a maximum of 40 points. The concept evaluation area is divided into 4 evaluation areas. These are included in the following proportions:

The qualification is assessed with regard to the implementation of the service to be performed, since the organization, the qualification and experience of the personnel to be deployed has a considerable influence on the level of the order execution. Among other things, training of employees in the vacant area, foreign language skills, etc. is evaluated Individual sub-criteria and their weighting can be found in form 227 (weighting of the award criteria) attached to the tender documents. Regarding the operator costs, the sum of the 66.66 times the daily rate of the lump sum paid base space and from the 33.33 times the daily rate for the lump sums 301-450 are determined. The bidder with the lowest offer price receives 40 points, the following bidders each receive a deduction of 0.25 points for a deviation of one percent.
